Probably you'll hear about the riots (which also happened in real Los Angeles), or some violent happening on a hotel in Jefferson, but you'll never know who was there, as no one was arrested that time, so they remain anonymous. Also it's sure that CJ became Madd Dogg's manager, but this doesn't mean he's famous now. He could work anonymously, or uses a artistic name. Maybe he still runs the garage in Doherty and the Four Dragons Casino on the Strip? Maybe he ate too much Burger Shot and had heart problems at a young age, or maybe one of his girlfriends went crazy and killed him? Yes, some of these questions are silly, but it would be nice to see what they could do to "follow up" and explain what happened to Carl's "empire" after 1992. There probably won't be more than a reference though. In my opinion the guy in the tank top running from the cops is a little reference to CJ. Anyway, the two universes are the III and IV universes. All of these characters from the GTA III universe COULD exist in the HD universe. They just led significantly different lives. Maybe when Catalina shot Claude he died in the HD universe. Maybe Carl never left Liberty City, hence his billboard. As for the redesigning of he cities? in the alternate universe, the architectural plans were different. Seriously guys, use your damn imaginations. Mobsters may have some influence on government, police, etc. They may not be the same thing they were in the middle of last century, but still have more influence than a street gang. Biker gangs are generally more organized than usual street gangs. Some of them make use of racism. The street gangs have enemies from all sides. If it's not a racist police (that ends up killing some innocents too, just because they're black), it'll be racist groups, or rival gangs. They may be scarry for locals, but for the government, they're just one more number. There's a great chance that the "protagonist and antagonist gangs" from GTASA disbanded not so much time after the end of the story. CJ became Madd Dogg's manager and associated to Triads' Four Dragon Casino, not so likely to row with the "gangstas" again. He could've been killed by one of the many enemies he made -- remember Salvatore was still alive that time after he robbed his casino --, or is under heavy protection now.
