If you take a good hard look at most of the concept topics posting in GTA Series Chat, you'll notice that majority of them are half-hearted attempts at making a topic. These topics have little content (maybe some pretty graphics) in them and the authors hardly make an effort to keep them updated. There are only a handful of concept topics that are popular and are regularly updated. We definitely don't need an entire forum for them. They're fine where they are.
