MrMateczko
I think GTASA and GTAIII has a weakness for Radeon graphic cards. I for example had a GeForce GT220, which is a weak graphic card today, but ran SA very nicely. Now I have Radeon HD5670, which is a better card, but it lags horribly in Idlewood, Willowfield, and many other locations, with the same graphic settings. Even GTAIII lags with Trails enabled, which on GT220 it was fine. It's that, or Windows 7 which might give you some problems. Try lowering the graphics settings. If this doesn't do it, then I recommend swithing to Windows XP.
mitchnorton
TURN FRAME LIMITER OFF!!! It's a cheeky little f*cker that causes your game to cap at 25fps to counter over-timing events in the game. You can turn it off in the advanced display settings of the game. Girish
What mitchnorton said.^ For your mouse locking up issue, run the game in Windows 98 compatibility mode.
