Have you ever heard of Grand Theft Auto: San Andreas? Pretty fun game. It takes place in the fictional state of San Andreas, which is based off of California. GTA: SA took place in the 90s. GTA V is going to take place in a city based off of California. The song the OP mentioned talks about the changes of California between the 90s and present day, which would be a reference to the HD jump from GTA: SA to GTA V.
