Node
Uninstall the game Clean/defrag the registry OR do it manually searching for any keys relating to Andreas Reinstall the game (Run in administrator and/or compatibility mode) EDIT: Click on "Sound" -> "Recording" Have you got "Stereo Mix" Disabled in your sound options? If you cannot see "Stereo Mix", right click the click "Show disabled devices" If you still cannot see "Stereo Mix" Download the correct drivers that have the option E.G "Realtek" Edited January 17, 2012 by The_Sorrow
aStiffSausage
One more question, have you modded your game in any way? And, if website says you can run some game (Can You Run It for example), it doesn't always give accurate results. But the specs shouldn't have any problems, as you're not using Intel GPU. Have you tried running gta_sa.exe in compatibility mode? What bit OS you have, 32-bit or 64-bit?

Do you have ENB installed? ENB crashes GTA SA on weak PC's. Check your C:\PROGRAMS AND FILES\ROCKSTAR GAMES\GTA SAN ANDREAS\MODELS\TXD and see if there is a file called LOADSCS.txd if not that is your problem.
