GTA 4 PC: Graphics,Quality,and Frames

I just recently got GTA 4 PC and I am a little disapointed. First none of the streets or buildings showed up so I just thought is was a simple fix. I fixed it with a notepad named "Commandline" and put inside of the notepad

It fixed the problem. . Now Every time I change the resolution and all that good stuff it makes my game very clear but most of the textures go away and I get like 1 FPS. When I switch it back to the normal setting I have great frames but bad quality. Also every other resolution setting I go to makes the textures disappear.

It says my resourse Usage is at 116MB (if that means anything)

 

My specs are"

Windows 7 64 Bit

Intel Core i5

and, Intel® HD Graphics (Video Card)

Your integrated video card is not good enough to run the game. As simple as that. If you want to have a playable game, then you'll have to deal with the bad quality. Or you could buy a decent video card that will let you run the game at slightly higher settings.
