It is unlocked along with Loco Low Co when you complete the mission 'Cesar Vialpando' Click HERE *To unlock Wheel Arch Angels: Pass the Driving School and do "Ya-ya-Ka-Boom". And then after receiving a phone call from Jethro, purchase Wang's Cars and do its first asset mission.
