Need help with .dat files

Hello.

Today, for Christmas, I just got EFLC for the PC. I've heard of people editing the game's files (which results in lots of crazy sh*t), so I'd love to try this. So I tried opening the handling.dat file in Notepad, and instead of the handling data, I got a bunch of random gibberish. Here's a short sample of some of the gibberish I got:

Can anyone explain to me why this gibberish is appearing? I'm pretty much a newbie to this

Well,

 

That could mean that it's either encrypted or needs a different program to open it with. I'm leaning more towards has a lil encryption so that people can't edit it so easily. I'm not going to go into how to unencrypt these things because if you weren't able to spot it you probably shouldn't try to decrypt it hehe. It's usually better to open these kinds of documents in a hex editor as it will show true values, correct ascii, stuff like that.

Never mind, I went into the GTA IV folder, went to "Properties", and unchecked "read-only", and it worked!

 

Can an admin please lock this topic?
