Because we could simply discuss it in the Chain Game topic, just like the other multi-designers project topic, they discuss anything offtopc and ontopic in that topic. It is a chain game lounge, and we can 'chat offtopic' (as the topic description says) in the general lounge. In the other chain games, the missions are PLAYED. Here we MAKE missions. That's the main difference between the chain games of other versions and this. In fact, this is only a multi-designer project with a few modifications here and there. So if the other projects went into a big success without a 'lounge' and no 'distractions' there is no reason for a lounge here. Brief info only spoils the gameplay. If we already read the short briefing, we already knew what will come after this event, that event, etc. No briefing makes the player more surprised while playing the mission. Mainly because of this multi-designer sh*t, many of them have dropped their mission packs but i won't do it. Being upon it, DYOM itself is really crowded, seriously! Once i saw 12 members and 6 guest and 2 annonyms seeing DYOM Section. They don't know anything about DYOM atleast 71% doesn't because they loved GTA SA sh*ts so much that they think DYOM is boring and in other side we think GTA SA is boring!
