Yep. (Mike Toreno is the answer)

Clue #1: Nine - Toreno gives you 9 missions, and he says he could have killed Carl in 9 different ways.

Clue #2: Five - Toreno has 5 guys watching him all the time, as he mentioned in "N.O.E"

Clue #3: Beta - Quite pointless, there is a beta map of SA inside his ranch

Clue #4: Omega Washington - Toreno owns a Washington, and it's license plate reads "OMEGA" during missions.
