by car modding do you mean

1/ pulling into a garage and adding spoilers and nitro and stuff

or

2/ do you mean handling.dat and changing programming stuff

if its the first then i hope its part of the game and yes i feel it will be back as modding cars is a big part of west coast style

If its the second then i hope we can eventually

I don't see why Car Modding wouldn't be in GTA V.

Because it degrades normal cars.

The cars in SA were sucky anyway so it didnt matter if you tweaked them.

I would like tweaking to 'come back', but not how it was in SA. They should think of some new ways of tweaking.

How? i dont know but adding spoilers, other rims or hood vents nah, that sucked.

mostly the first one I doubt R* would let you mod handling and stuff like that but that would be cool

I would love to see the vinyl idea from mc la in gta v it would be alot better then giving a car a simple color

I hope the mod garages return, I liked that feature a lot in SA. I don't care if it's considered degrading to automobiles or whatever, it was just a fun feature to play with.

Unless they're going to give you the ability to save your cars, like Saints Row, I don't really see the point. You'd spend hundreds of bucks modding a car only to have it blow up after just a few minutes on the road.
