I'd go for HTML personally; I did for the BSOR MME documentation. Taught JF-Mir2 the basics of HTML along the way too 

 

My father always said "Real Men Use Notepad".

Untrue. Professional will use interactive program in which it's possible to get keyword suggestions, see errors, refactor code and more.

Beginners use simple notepad in which making page isn't really simple.

I'd do that if I had the programming skills for that, but my free time is limited so I can't learn a programming language only for that. I also don't know which one I should pick etc.

I recommend WebMatrix or at least Notepad++ for HTML, JS, PHP, CSS.

There's probably no better choice than C# WinForms Applications for beginner. It's quite easy to create a simple interface for config tool with it.

Download Visual Studio 2012.

Create C# project -> WinForms Application
