Animated signature request.

Ok, so let me try to explain this to you...

 

 

See this blue box with a border below?

I would like that border, but enlarged a bit while still being pixelated, and I want a second, smaller box at the bottom with "It's time for celebration!" in a similar classic type font.

The main box should be a solid black background, and the box with the words should have the colour in the pic I provided as the background, and white lettering.

 

Now for the trickier part.

I have 6 sprites, they are each 2 frames, I need them slightly layered over each other, but still be animated, here's a non-animated example using 3 of the sprites.

 

Now here are the sprites, this is the order I want them to be in, from left to right and back to front as shown above.

Except y'know, sig sized.
