Custom Car Spawning Locations For GTA IV

Hey, im in a bit of trouble and im looking for a way to spawn cars with a .wpl file(like that laguna seca mod that spawns 5 supercars with just the wpl file.)i tried it with .vb but it makes that car to spawn anywhere and gets my ram and then no more the buildings and the objects load and my game slowly crashes!

 

i wonder if someone can explain that because thats the best way
