Adding sounds to existing mods? (Kamehameha mod)

Hey guys, I recently found a cleo mod by some Japanese dude master sparks (the file I downloaded was called mssparks.cs) mod which lets you do this wicked kamehameha in the game. What I want to add is a little recording of Goku saying "kamehameha" when the kamehameha is activated. It just seems boring with no voices and the thing is just blasting. I don't know if it's okay or not but based on the site, it didn't say anything about not being able to mess with the mod without his permission.
