Need Help with Radio on Cop cars

Ok I am working on a new kind of Mod something easy and I need help to get started on What I am planning on doing is making a CLEO mod for emergancy cars (even tanks) to do something amazing allow music radio on cop cars cop bikes tanks ambulance so on but I need help to get started I am confused on the varables for vicheals (sorry bad spelling) and how I can implanet them in to radio this will aslo work with a Radio on foot so if anyone can help please tell me what I should do first then I can take over thanks
