Gta 4 Patch 1.0.6.0/1.0.7.0 9800 gtx problem

So the problem is with the night shadows being removed from the 9800 gtx gfx card. That is not my video but i also own a 9800 gtx and night shadows have no difference from medium to very high ( it doesn't take more memory when moving from med to v high). I can see that the person who made the video has the same problem too, and i was wondering if there is a way of fixing this.

In the pre- sixth and seventh patches everything worked.

4 gig ram ddr2

9800 gtx

Win 7 ultimate
