Its just the HQ dynamic DOF, probably with a pixelSizeHigh of 2 and a radius of about 0.4ish. You can find it in my RaigenENB setts, from 0.5 onwards. You can find it in iCE 1.35, iCE 2.0 and many other setts.

What are you talking about? What do you mean "repeating cars"?

There are plenty of great mods that work without glitching but I don't know what you mean by repeating cars. Do you mean the taxi bug?
