Girish
Open up Windows Task Manager and check if "gta_sa.exe" is running in Processes. Turn off UAC and Firewall from the Control Panel so they don't interfere with the game. Try turning off your anti-virus too, if necessary. You can also try running the game in Win 98 compatibility mode.
XxGTAxrulesxX
Hi thanks for the fast reply gta is not running in my proccesses and i tried adding gta.exe as an exception on firewall but it still didnt run. Girish
And you still face this issue even without the compatibility mode? Have you turned off UAC? Also, update your video drivers. It helps in certain cases. And I assume you're not using any no-cd cracks.

Girish
Control Panel > User Accounts > Change User Account Control Settings > Select 'Never Notfiy' > OK. Also, tell us your full system specifications.

radioman
What is your Video card? What is the VRAM(Video Memory)?-To find out, go to Start, Type in DXDIAG into the Search box and press Enter, then click the Display tab.... But, Judging by the fact you have 7 Basic, I take it you more than likely have an Intel Video card, as that is normally what comes with the Basic editions of Windows...? But, since you only have 1GB Ram, that is not enough for gaming by Windows 7 standards, as Windows 7 uses between 900MB and 1.2GB of RAM for the OS itself, so, that does not really leave any memory for games...
