Thanks @yo5pev for a detailed description of problem and thanks @fireguy109 for pointer to way to solve problem. I want add some of my experience with this problem by using 3ds max 7. So, I need in GTA SA to make wheel size of vehicle (for example, "Blade") big by editing "blade.dff" and "vehicles.ide" files. 1) Open "IMG Tool v2.0"=>[Ctrl]+[L]=>choose "GTA SA folder\models\gta3.img" file (list of .dff files appear)=>[F2] type "blade.dff"=>[Ctrl]+[E]=>[OK] (file "blade.dff" extracted). 2) Open "3ds max 7"=>"Kam's script 2005" [DFF IO]=>[Import DFF]=>choose "blade.dff" (vehicle appear in Viewport). 3) [Customize]=>[Units Setup...]=>[Generic Units]=>[OK] (generic units set). 4) [Alt]+[W]=>[V]=>[R] (Viewport "Right" loaded). 5) [RMB]=>[Hide Unselected]=>[RMB]=>[Unhide by Name]=>"wheel"=>[Unhide] (wheel appear). 6) Use mouse scroll for zooming wheel. 7) [Ctrl]+[A] (wheel selected) 8) [RMB]=>[Unhide by Name]=>"chassis"=>[Unhide] (chassis appear). 9) [R]=>[Tools]=>[Transform Type-In...]=>"Offset:Screen" type (for example) "150"=>[Enter]=>close "Scale Transform Type-In" window (wheel now big). 10) [Reset XForm]=>[Reset Selected]=>[Measure] (look in "Dimensions" on both values with same numbers 1,05 and 1,05 and remember it). 11) [Graph Editors]=>[New Schematic View...]=>[Ctrl]+[A]=>[DFF IO]=>"-Export DFF"[Select COL3/COLL]=>choose "blade.dff" file=>[Export DFF]=>"blade.dff"=>[Save] (vehicle "Blade" with big wheel exported). 12) Open "IMG Tool v2.0"=>[Ctrl]+[L]=>choose GTA SA folder\models\gta3.img file (list of .dff files appear)=>[F2] type "blade.dff"=>[Ctrl]+[R]=>choose "blade.dff"=>[Open] (now file "blade.dff" replaced by file "blade.dff" with big wheel). 13) Open "Notepad"=>[Ctrl]+[O]=>choose "GTA SA folder\data\vehicles.ide" file=>[Ctrl]+[F]=> type "blade" ("blade" line appear). 14) At the end of line you see both values with same numbers 0.7 and 0.7=>replace 0.7 and 0.7 by 1.05 and 1.05 (now wheels do not fall under ground in game)=>[Ctrl]+. If in game wheels little above ground, replace 1.05 and 1.05 by 1.0 and 1.0. If you set (for example) 1.4 and 1.4, wheels will be above ground proportional to 1.4 and 1.4.
