It was a joke, don't you find it even a little amusing that DNF and possibly Detox may come out before we hear any concrete news on V? That's not to say that i'm comparing GTAV's development time to them I just find it funny how two projects that seemingly looked like they would never see the light of day came within the timescale of GTAIV's release and the first official GTAV details, don't take things too seriously.
