HI! i need a bit of help on coding GTA SA

i am trying to make a GTA England mod and have renamed Los Santos= Kidderminster San Fierro= Birmingham Las Venturas= Las Vegas

i need help to block las venturas BUT i can still access it by FLIGHT only & not get a wanted level when im in there (too make it more realistic)

i know how to put the blocks up on Las Venturas but the problem is

1.)i use save game editor for that

2.) i get 4 stars by entering Las Venturas

so what code do i enter/change?
