visual speed-o-meter

as we all know that we can draw texture on our screen,

but please tell me a way by which we can rotate them to any angel,

i need this to rotate the needle of the meter to show current speed, fuel, etc.

 

this can be done by .asi or .dll file but i don't know how,

please tell me,

ok, it is hard,

but it is not impossible,

because it can be dome by .dll file like many people have made,

i just want to replace that speedo texture,

any ideas friends ??????????????????
