Need help with modding

Ok so this is my first time trying to mod anything, I've been reading the forums here for the past day or two trying to figure what to do / what I am doing wrong. I've got Windows Vista SP2 64bit. I'm not crashing when trying to run the LCFR Mod, but when I press alt + P all that happens is the quality changes. So anyway, I started with a clean install of GTA IV, Patched it to 1.0.7.0, Then I downloaded YAASIL and put that .dll in my GTA IV main folder, I've also downloaded ScriptHook 0.5.1 by Aru (I think) and put that .dll in my GTA IV root folder. I then installed the LCFR Mod that I downloaded from this link, (http://www.gtagarage.com/mods/show.php?id=7619). I ran it, pressed alt + P, nothing. Did a bit more research and decided that me not having Microsoft .net Framework was the most likely problem. I went and downloaded Microsoft .net Framework v2.0 for Vista x64, installed it. Ran GTA IV again for a test, pressed alt + P, nothing happens. So that is how I ended up where I am.. Any Help or Ideas would be greatly appreciated. Thanks!

Thank You for your reply AngryAmoeba, I downloaded that and extracted it to my GTA IV root folder. It crashes my GTA, its actually the file named _PUT .NET SCRIPTS HERE, I belive this is a .ASI file. I remove it, and I no longer crash, however the mod still doesn't work.

That's not an ASI file, it's a totally non-functional file just to show where to put .NET mods, so it shouldn't cause crashing... not sure what's going on there.

Can you post the contents of ScriptHookDotNet.log in the root folder?
