The Vice City area is based off the Miami metro area which has more than 5 million in reality. I think though that they could of made the population more dense, similar to GTA IV. How about the fact that they randomly appear all over the city? They're clearly trans-dimensional aliens. The problem is that Tommy keeps killing them so they can't actually replicate and disguise themselves under different appearances when crossing over. That crazy homeless man was right all along!
