genfinity
This is my first post here. Let's just jump right in! GTA #? Welcome to Paradise Island, a (fictional) tropical island in the Caribbean Sea. Paradise Island has been trying to become a territory of the US for decades. While there are a number of reasons this would be a good relationship for both countries, there is a very serious gang problem on the island that would make even an LA gang banger blush. The island is famous for it's vast palm trees and beaches on the south east side, the mountains on the north side, and the valley on the south west side. Also on the east side are the casino hotels complete with two red light districts. The first is in the capitol of Palm City. Palm City has more palm trees then the rest of the island combined, despite being the 2nd most populated city on the island. Climax, despite being smaller then Palm City in acreage, has double the population. It is on the east side of the island. It borders Palm City on the north side. The red light districts in both cities touch but the red light district in Climax makes the one in Palm City green with envy. Gangs are in firm control of both cities however, for the most part, gangs keep they gang wars out of the red light districts (in most cases). Tourists complain about all the pick-pocketing and unwarrented muggings but with all the people roaming around (even more more the tourist season peaks), the chances of becoming a victim are slim (?). North of Climax and along the eastern half of the northern border is Moorhead, the fourth largest city on the island by population and the largest by acreage. Along most of the entire northern border are the famous Moorhead Mountains. They are a site to behold and yes, you can climb them. You can also ski down them in the winter but the snow on the bottom half of the mountains is artificial. The city of Moorhead has no red light district. Just south of the moutains in Moorhead is the international airport. Gangs are a problem in Moorhead as well but these are due to the larger gangs branching out into other areas of the island. It's easier to control the further west you go. There is a problem at the airport with island thugs targeting the tourists. Along the northern border inbetween two mountains is a massive US Military base. Paradise Island is a puppet regime of the US trying to become a territory. But the gang/crime problem, a sudden popularity increase with less democratic political parties, a local terrorist group, and their pesky neighbor that keeps doing military raids on the isalnd when the US isn't looking (said to be funded by Cuba) are creating many problems. Further west along the northern border is the island's own military base. While it's a private joke in the US, to the local population, it's a force rather not dealt with. Even further west along the northern border is the Native Reservation. Just outside the reservation sits a casino hotel, literally in the middle of know where. The reservation itself is no place for the tourists or the rest of the island population. Way on the south west corner of the island is Dark Valley. It is the lowest city on the island. So low that half the homes are built on stilts because this area floods all the time. Along the four major cities are various small towns. Crimes spills into the towns near the east coast but the other towns are fairly pleasent. The interior of the island is sprinkled with very small communities. If a thug is looking for trouble, the tiny hick towns may be more then he anticipated. As the game begins, you watch cut scenes. You watch your father get murdered trying to defend his neighbors from a rival gang. You watch as your older brother is accepted into a gang. Your brother takes your dad's prized car (and some neighborhood gang bangers) into the rival hood. Everyone in the car is cut down. The car is stolen and the police can't seem to find out (or they don't care). To add insult to injury, the rival gang now does drive bys in your dad's car. You'll know it when you see it. Your mother and older sister beg you not to join the gangs. But the rival gang breaks into your house (they park your dad's car in the driveway). They beat all three of you. They do terrible things to your mother in the next room. And they kidnap your sister. They take her away in your dad's car. Shortly after, there are two rumors about your sister. One is that she is dead, dumped in a shallow grave on the interior part of the island. The other is that she works for a pimp in Climax's red light district against her will but it's a trade off to keep all three of you alive. You do your best to investigate both rumors. But a major hurricane hits Paradise Island (paradise for who?) and your home is destroyed by wind and flood. You've heard horror stories about the damage in Dark Valley but you have your own problems to worry about. Your stubborn mother insisted on getting back to the house (your at a refugee camp near the military bases). She sneaks out of the camp. You never see her alive again. Later, the military finds her head on what remains of your porch, compliments of the rival gang. You've had it with Paradise Island. You've had it with the gangs attacking your family. You've had it with the storms. You've had it with the government and their refugee camp. Do you choose a life of crime to avenge your family? Do you take the hi road and try to decrease crime all over the island, or do you try to exist in both worlds at the same time? Getting deep into the gangs is a long drawn out process. Being a law abiding person isn't that great either. One thng is sure; unless your a rich tourist or you live on the island in a mansion, life on this island is not paradise at all! I have thought the idea through pretty well but for what reason, I have no idea.

genfinity
Thanks for the welcome. Now I'll explain a few other ideas. Largest cities by acreage: 1. Moorhead 2. Palm City 3. Climax 4. Dark Valley Largest cities by population: 1. Climax 2. Palm City 3. Moorhead 4. Dark Valley Most crime ridden cities: 1. Climax 2. Palm City 3. Moorhead Various suburbs of Palm City and Climax Dark Valley Various suburbs of all four major cities City elevation; highest to lowest: 1. Moorhead 2. Climax 3. Palm City 4. Dark Valley (Palm City and Climax do have low laying areas but Dark Valley has the worst flooding) Restricted areas: Native Reservation Other then the casino hotel located just outside the reservation, non-natives are not allowed on the reservation. Natives are EXCELLENT with bow and arrows. Many natives carry pistols. The small native law enforcement carry automatic weapons. You are allowed to have a native girlfriend and as her guest, you can enter the reservation. She might also show you how to use a bow and arrow, a very long learning process. Paradise Island Military Base A non threat to the US Military, the local military is brutal with it's tactics. They only have land forces; regular military and a small unit consisting of special forces. If you attempt to enter the base without authorization, you will be dealt with severely. US Military Base This is a massive base. It is buzzing with all sorts of activity. They have a single warship just outside the base. The locals hate when it leaves because their closest neighbor nation loves to perform raids on Paradise Island (usually air raids). The base has apartments for non commishioned officers, homes for commishioned officers, and a mansion for the base commander. It has a runway large enough for a cargo plane. The hangers hold four fighter jets, four bomber gets, four attack helicopters, four transport helicopters, four tanks, and a single cargo plane (cargo plane visits are usually short). They also have a missle battery. The base has a rocket launch pad and a underground missle silo. It also has a large open field on the west side. While many speculate this is for future expansion, some suspect a serious under ground operation. A ball of light is seen frequnetly in the sky around the base. A large flying triangle is also seen in the air from time to time. The base also sports an office for the US FBI to support the American tourists during criminal investigations. Paradise Island International Airport While this is a public area, most of the runway is restricted space. This is a very busy airport. Friday evenings and Monday mornings are extremely busy inside and also generate much traffic outside as tourists come for the weekend. Tourist season peaks the week before Christmas, the week after New Years, the entire month of March for spring break, and all three summer months. The tourist season super peaks between Christmas and New Years. Due to all the traffic during the super peak, tourists are most likely to venture west during this time (not a good idea if your a tourist). Law Enforcement: Community Activists-this is a group of people sick and tired of all the crime on Paradise Island. They don't carry weapons but many are parents of gang members. You wouldn't want to beat up some community activist only to find out later you beat up your own gang members mom, would you? Best to leave these people alone. They do remove gang tags from walls which will certainly push a gang's patience to it's limits. Security-There are four security companis on Paradise Island. One is unarmed, two are armed (of those, one is used at all the casinos), and one uses body guards. While most body guards are clearly obvious in their uniforms, some work under cover. Watch out for the under cover body guards! When you become wealthy, you can hire body guards if you are not in a gang. City Police-Each major city has it's own law enforcement agency. Moorhead prefers SUVs. Palm City and Climax use a little of everything. Dark Valley prefers cars but they do have two high profile trucks which they use when the city is flooded. The city police have a driver and passenger in all but Dark Valley. All of the four big cities have under cover detectives. And each of them have one chief who is rarely in the field. Palm City and Climax have a SWAT team that serves both cities as a single unit; they will assist any agency that needs them but the further west they have to go, the longer it takes them to get there. Suburbs fo the four major cities have a very small sheriff agency. The smallest communities which are on the interior island rely on other agencies to enforce the law. The Paradise Island Federal authorities cover the entire isalnd minus the US Military base and the Native Reservation. These are the island troopers and under cover detectives. They have one director who is rarely in the field. The Native Reservation uses their own small military to enforce the law. The island will roll out it's own military when a situation requires. They also have a special forces team. The US Military has a multi layered exotic response when the Paradise Island Special Forces are over whelmed. They will usually roll out troops first, then special forces, tanks, attack helicopters, and finally bomber jets. If you are airborn, they will use attack helicopters and fighter jets. If you are airborn or attacking the base, they might also use their missle battery. One way or another, they will get you. You have two hostile neighbors; a military island to the west which will raid your island from time to time. (Much later in the game, you will have a chance to bomb that island into history.) Cuba will also destroy that gets to close to to them (if you head north far enough). In some instances, the US Air Force will bail you out by forcing you to their base were you will have an unpleasent encounter with them on the ground. The US Air Force also doesn't let you venture to far east or south; not sure why (???). When the game begins, there are six gangs that control the cities of Palm City and Climax, except for the red light districts. As the game progresses, gangs seven and eight will emerge and the gangs will attempt westward expansion. You can also create a gang nine yourself if you so choose but the early going won't be easy. If you leave a gang, they will never forget your betrayal for the remainder of the game. If you don't have enough respect in your gang, you won't be able to leave even if you try. Once a gang taps you for enrollment, you will have three choices. Join, pay safe money, or run away. You can run away but when you return, you will still be pegged. If your a law abiding shop owner, I can see the desire to pay safe money. For any other reason, paying safe money is pretty weak. But not as weak as running away. Don't foget, they know were you live. If you join a gang, the process of going from a new recruit to a gang leader is long and hard fought. It won't be easy. But your on a mission to whipe out the gang that killed your family and you also want to find your sister, either to rescue her or give her a proper burial. It's a rough life on Paradise Island. bobgtafan
Seems interesting, edit: read it. Very good ideas, especially for a new member. It seems to me the island is based off of Puerto Rico. Only a few things that bothered me. Firstly a native reservation? It seems compeletly out of place for a caribbean nation. Sure there are some natives around but the whole Native American casino thing isn't big outside the continental United States. Also I noticed that note about the Air Raids by the leftist rebel groups. While rebels should be a major part of gameplay it's more likely they do cross border incursions into the nation from another one.
