Before you enter the car park at the front look behind you and you will see three billboards. One of them shows a recent picture of Vice City and some buildings which are still there to this day from Tommy Vercettis take over of the Vice City Mansion. It is unknown if Tommy is Alive during the events of Liberty City Stories but the fact little seems to of changed since after 1986 and because of the same buildings still being there it could be a sign tommy is alive and well. Also During the introduction sequence for the Biker Heat mission, the poster above Maria's bed depicts members of the imaginary rock band Love Fist, which was the band Tommy Vercetti befriended and completed missions for in Grand Theft Auto: Vice City. If some would load the game up and drive to the place they could easily get there camera out and take a photo of it. On the PS2 version, there is only one billboard near Marco's Bistro and that seems to show Los Santos. It's really pointless to discuss about what happened to Tommy because there are only two references to Tommy in any GTA games and they are only in SA. It's odd that you said the structures that continue to exists would make it possible for Tommy to also continue to exist...
