non storyline subtitle mod?

hell my name is don, i have trouble hearing and would like to know if there is a mod that turns on english subtitles for the parts of the game that arent in the storyline eg people talking in the street, the words being spoken on radio that arent lyrics, the chatshow thingys.

any help you can give me would be rewarded with icecream

I'm pretty sure there aren't any mods that do this, though it's certainly possible. I don't know the full capabilities of hooked ASI mods, but if code can be hooked to the method that calls specific audio data, perhaps a text file containing each audio ID and a written version of the sound besides it can be loaded and displayed on screen. What would also be cool, is that that text file could be translated into languages that IV isn't otherwise available in.
