super_slav
Your CPU is a bit too slow by the looks of things.
Ryan
Your graphics card is pretty weak as well.

Your CPU is a little too slow it shouldn't be too bad but don't expect to play on high settings, you need a quad core, your GPU doesn't have enough VRAM to play on higher settings you need a 1gb card. unc13bud
that cpu is not too slow. gta IV just uses more cores than the average game because the consoles were multi cpu platforms as well. and most games don't even use three cores, just two. original poster, you have a weak video card for gtaIV in that it only has 80 stream processors. http://www.anandtech.com/show/2931 shader/stream processors are what add realism (shadows) to this game, which is why even when view or detail distance is reduced, the shadows change. shaders do everything in this game. couple that with the fact that ati and nvidia have different ways of calculating/naming/describing stream processors, plus rockstar toronto made this game for nvidia cards, with ati cards support as an afterthought, and therein lies the crux of your performance issues. newegg has some 9800gt for sale, but they are $100, for $20 MORE you could buy a gtx 460 or something (but you would probably have to buy another more powerful power supply). because i think you are using some sort of pre-built machine like an HP pavilion with a dinky 300w power supply (or less), i would recommend the gt 240 ddr3 or ddr5 whichever is cheaper. newegg has those for $35 after rebate. the gt 240 falls somewhere in between the 9600 GT and the 9800GT in performance and doesn't use as much power as either. it has 96 stream processors/shaders etc http://www.anandtech.com/show/2906 it would not be as good for other games however, because GTA IV is about taxing cpu cores and making them do all the work
lolleroz
My game runs at 25 FPS on a goddamn 2x Intel® Pentrium® D CPU 2.66GHz and 2.67GHz, so the CPU ain't a big problem here. The card is pretty weak, but I doubt it could be a problem to the game running too slow. I have Nvidia GeForce 9600 (512 MB) which is pretty old-dated, and instead of low FPS I get textures popping in and out, especially on trees. Playing on medium settings, shadows off as I don't like them anyway.
yoječ
CPU is actually pretty good - sure, not an award-winner, but definitely decent. The GPU is the problem here.
