Try using commandline.

Which patch are you using?

What kind of mods are you using?

 

But, I do have to say that your computer isn't really good for games, so ... confused.gif

Upgrade your CPU, RAM and videocard and then you should have no lag! smile.gif

I think that weak CPU is the problem here.

lol my friend is using the same pc and he get 30fps. I don't have any mods. I am using 0.3 patch or something like that

Try testing other patches like 1.0.4.0., 1.0.0.4. or even 1.0.7.0 though I doubt you'll get better frames with the latter.
