If on PC, and are using GTA III, you can just press F9 to activate the MP3 Radio station. Just note that anytime you exit and enter a police vehicle, you will have to Press F9 again to turn it back on..This works for GTA III ONLY. Here is a short video I made way back when on my old laptop(explains the lag)-lol: So, this proves it works on an umodded game-I confirmed that part too...
