Like keeping the same layout just changing the colours and images. Members don't have to add them we just give admins the files. Or at least give suggestions. I'm pretty sure the themes here are made up of tons of different markups and files too, which probably wouldn't be the easiest thing to sort through, especially considering the forum is heavily modified from stock IPB. You could in theory get around this by having people to handle that specifically, but there's really not much of a point, since it's a superfluous feature. Not many of the members here care very much about the skins because at the end of the day you just need to be able to see what you are replying to and be able to navigate around the forums. With the increase of population of GTAForums, the admins and mods have more to do than making skins, these are completely perfect...
