You won't be able to run the game on anything else but low settings. The 4250 is an onboard video card, probably with 256 MB of dedicated video memory and that is the reason why you can only see 250 MB in-game. The 1900 MB of memory that the DirectX diagnostic tool reports is the total amount of shared and dedicated memory. Shared memory is a part of your system RAM that is used as video memory and it is nowhere near as good as dedicated memory. I would have recommended upgradation, but since you're on a laptop, that's out of the equation. I'm sorry, but there's nothing that can be done in this case.
