Purpose of thread:

 

Here are some of my ideas on what needs to change with the wanted system, but I'd like to hear yours. What do you think should change? Do you think it's flawed or perfect? Should GTA5 be more like Red Dead Redemption? What weapons/tools should the police have?

Introduction

 

Let's face it, breaking the law in Grand Theft Auto was just not fun as fun as it used to be. There was no excitement. It should be thrilling to run from the police, shouldn’t it? You should feel like you have something to lose. Give me your ideas. I will add them. This thread represents everything that needs to be fixed with the police. This is what Grand Theft Auto is all about!

For the most part, I think Red Dead Redemption captured the Wanted Level system colors perfectly. There should be two inditcations (colors) for the radar system: one to let the players know he's found, the other to let the person know the police do NOT know his exactly location and are cautious of the area. This served great in the games Manhunt, Bully, and Metal Gear Solid 3. Not only should players have the ability to run from the police, they should have the ability to hide from them. Just imagine hiding behind a corner, inches away from the cops face. I've played Manhunt as a kid, and this was always the greatest thrill. Or, just imagine being able to hide in a dumpster, thinking you've made it... only to be sniffed out by a dog... and then running for your life.

 

Overall, the Wanted Level System should be identical to the game Cops and Robbers, otherwise known as urban Manhunt.

Object

 

This variant consists of two teams: "hiders" and "seekers". The object of the game for hiders is remain uncaught for the duration of the round. The primary goal of the seekers is to tag (capture) each of the members of the hiders' team before the round is over.

Preparation

 

Prior to starting, participants must be split into two teams. One team will be hiding and the other will be seeking. The seeking team is generally allowed tools, such as two-way radios or flashlights, to help them in their task. The game is usually played at night or in the dark, and in locations with a variety of hiding places, such as inside a school building or in the woods. A time limit, boundaries, and any disputed rule variations, should be agreed upon by both teams before round begins.

Gameplay

Getting Caught

 

A hider is "caught" when he or she is tagged by any member of the seeking team. Once caught, the hider must accompany a seeker (usually, but not necessarily, the one that caught him or her) to the seeking team's base ("jail") and may not rejoin the game until they are freed by a teammate or until a new round is begun. Captured players cannot try to free themselves when caught, while on route to the "jail", or while in "jail". Generally, one or more members of the seeking team may remain in or around the "jail" to make it more difficult for hiders to be freed.

Getting Freed

 

There are two variations on how hiders that have been caught by a seeker can be freed, both of which require a hider that has not been caught to attempt to enter and leave the seekers' base ("jail") without being caught. One variation requires one hiding team member, who is not currently caught, to enter the jail and, while touching a predetermined object, shout "Manhunt" (generally, seekers that are tasked with supervising the caught hiders may not "guard" said object, or stand too near to it, until a hider attempts to reach it). Another variation requires the hiding team member to tag those who have been caught. Once tagged, those hiders are free.

Notable Features

 

• Police run, tackle, throw you to the ground, or do whatever it takes to sustain you. (very similar to Bully)

• Running from the police will increase the cost of your crimes. Players will have the choice of surrendering. Key word: choice.

• Police set up raids outside your safehouse when your fines reach a certain (ridiculously high) amount.

• Committing crimes will be a strategy and a skill. You'll have to think about what you do before you do it.. or you can go back to San Andreas habits and have wild and crazy shootouts. It's your choice.

• Stealth should play a major part in the Wanted System. You should have the choice to be a stealthy criminal or a crazy, psychotic murderer.

• Cops will need to search for you. If they don't see you, they might run right past you. (inspired by Manhunt and Metal Gear Solid)

• The AI system is greatly improved.

• Similar to Red Dead Redemption, you will be charged depending on your crimes. A record of your warrants (total fines) will be tallied and noted on the top of the screen and/or start menu.

• You won't get a wanted level for doing petty crimes, like pushing people over, cops will just say, "Hey, don't do that!"

• Taxi cabs can be used during a wanted level, but not in sight of the police. (like Pay n' Sprays)

• Trespassing in certain areas that say no trespassing will give you a 1 star wanted level.

 

 

Handcuffs

Summary:

 

•During one star wanted levels, cops should only try to handcuff you. Cops won't use their guns unless you do. The handcuffs will work similar to the mission in Red Dead, Cowards Die Many Times.

• At some point in the game, you earn the ability to "free" yourself. Thus, while being handcuffed, you can tap ‘A’ to try to escape. If you escape, you can run, but your hands will still be cuffed. Once, and if, you lose your wanted level, the player will unlock his cuffs.

• Cops run and tackle you to the ground.

 

Stealth vs. Madness

A player should have the choice between hiding from the police and doing crazy shootouts. Since GTA4 pretty much covered the 'crazy' part, let's talk about stealth.

 

I got annoyed when the cops always knew where you were. I think the cops in GTA should actually search for you. Basically, you would have the ability to hide behind walls and avoid detection. This could also work with crimes. So if no one sees you, you won't get caught. However, car alarms are more frequent and witnesses can get you in trouble. Rockstar did this in Bully and Manhunt. I'm sure they could find a way to make it all work.

 

Blue Circles: Blue circles indicate the police are aware that a crime has taken place in a general area, based on their sitings or eye witness accounts. For example, if you are in the middle of a deserted park and you kill a cop, a blue circle will appear and two cops will show up at that location eventually. If you kill both (you murdering bastard), the circle will increase and four more cops will go to that area. You need to get out of that general location or else you're going to get a Wanted Level.

 

It's different if your in the middle of a deserted park and you kill a person. If there are no witnesses you will not get a blue circle. However, it would be even cooler if let's say, someone sees a body, then a blue circle will appear in that location (inspired by Manhunt).

 

Red Circles: Red Circles indicates that the cops know your exact location. Note that most wanted levels will be red. To reach blue, have to get out of the general site of the police.

 

 

Hotwiring

 

• You will have to learn how to Hotwire cars during one of the beginning missions. (and Hotwiring like GTA4 - not Chinatown Wars).

•Unfortunately, hotwire cars will be a skill, something you have to improve as you progress through the game.

• The more cars you hotwire, the faster you'll be.

• If you try to break into a car before the mission where you learn it, nothing will happen. The lights will flicker and the car alarm will go off if it already hasn't.

• You'll earn experience points the more you steal. At first, it will take 15 seconds. As your skill rises, it can go as fast as 2 seconds.

 

 

Witnesses

 

Witnesses (noted with an eye icon) work just like Red Dead Redemption. If there are no witnesses, you will NOT get a wanted level or a warrant. Also, not all witnesses call the police, especially in the ghettos. Killing a witness may result in a witness chain (RDR Wiki), in which the witness' murder(s) will incur another witness, forming a line of witnesses that will eventually stretch to a law officer. You must kill them all to protect yourself.

 

 

• Car alarms alert witnesses.

• You WONT get a wanted level if there are no witnesses around.

 

 

Surrendering

At any point in the game, players should have the choice to surrender. You most likely will not surrender during 1 or 2 stars. However, at 3 or more stars, a notification should pop-up informing the player of his options. His fines and penalties are also included. Most likely, refusing to surrendering will have a financial consequences.

 

Cops should have the ability to pull you over as well. (Keep reading before judge.) When cops pull you over, you'll pay an immediate fine. You won't get Busted. This would be very similar to when you call up Francis to get rid of your Wanted Level. It would only work for crimes below two stars. Giving the players the ability to pull over an pay for their crimes eliminates unwanted wanted levels. Instead of getting Busted and respawning at the station, you could just pay off your crimes immediately. Think about all the times when you got aggravated for getting a Wanted Level. Wouldn't you like to just immediately get rid of it?

 

Problems: The only problem I can see happening is the time it takes for a cop to walk up to your window would become annoying. However, I don't see it happening like that. I think it would go like this: A cop would pull you over (cool right?), and as soon as you pull to the side of the road, a notification would quickly pop-up, saying: "Hold 'A' to pay crime." Then you can go on your way!

One Star Wanted Level

The first star in GTA5's Wanted Level will be different than any other game. Here are the new features:

 

• Cops run (fast), tackle you to the ground, and handcuff you.

• Handcuffing will be the only method of arresting during one star wanted levels.

• At some point in the game, you earn the ability to "free" yourself. Thus, while being handcuffed, you can tap ‘A’ to try to escape. If you escape, you can run, but your hands will still be cuffed. Once, and if, you lose your wanted level, the player will unlock his cuffs.

• Shooting a gun will automatically give you two stars.

• It will be easier to hide from the cops, because there will most likely be 1-5 police officers in the radius. (Max 5)

• If you escape in a vehicle you will automatically attain a two star wanted level. If you are already in a vehicle, you will eventually get a two star wanted level after 25 seconds of running from the police.

• Cops pull you over. While in a vehicle, you have 25 seconds to pull over your car to the side of the road. Otherwise you’ll get a two star wanted level.

- Cops pull you over for hitting pedestrians, drunk driving, and recklessly driving through tolls. (NOT SPEEDING)

• Cops do not fire weapons at this stage.

 

 

Two Star Wanted Level

• Cops will use their weapons, but only if you've fired a gun.

• Shooting your gun will most likely give you a two star wanted level.

• Two stars most likely means double the police. Instead of 1-5 police officers, you'll have 5-15.

• Cops have backup.

• Cops will not try to handcuff you, unless you haven't fired a weapon.

 

 

Three Star Wanted Level

• The first "serious" wanted level.

• The police will always use their guns, unless you surrender.

• The police will form road blocks, manned by two-three police cars.

• Cops will start setting up Spike strips (rare).

• Helicopters shine their searchlight on you (which gives for a nice dramatic effect).

 

Four Star Wanted Level

• Cops start setting up more road blocks; all road blocks will have spike strips.

• The search area is gets larger.

• Cops will use more damaging weapons.

• SWAT trucks, SWAT helicopters, SWAT everything.

• Smoke grenades.

 

 

Five Star Wanted Level

• Police cars, SWAT, undercover FBI agents... they're all teaming together to try to bring you down.

• More smoke grenades!

• Good luck. You're probably going to jail.

 

 

Six Star Wanted Level

• The army completely takes over.

• Entire streets are blocked off. Road blocks are on just about every corner.

• It should be very hard to get to a six star wanted level.

• The APC tank is back.

What if some cars, and only some, are bait cars. (You'll usually be

able to recognize them because the driver door will be open.) After

you get inside, you start driving. 30 seconds later, the car shuts down

and a woman's computer voice says "Alert- alert. You are screwed."

Immediately, you have a three star wanted level. You're busted.

 

Note: This will only happen once during a game. If it already happens, and you happen to get into a 'bait car', you won't even notice. Nothing will happen. However, you can go online to the Police Databases and find the bait cars around the city. If you add them to your radar, they're active again. So you can either get in them or wait for 5 minutes and watch someone else steal the car. Then, you can follow them and enjoy them getting Busted!

 

Heat

Introduction

 

Stealing a car should be more dangerous. Players should feel 'heat' from the police after breaking the law, especially if they do it out in the open. It's simple, more consequences equals more fear, which eventually leads to more thrill. Rockstar's Manhunt had me shaking in my pants because I was terrified of dying. It made the game entertaining. They need to transfer this over to Grand Theft Auto. Players should feel like they're always looking over their shoulder. The problem is making it fun and not annoying. I think I have a solution.

 

Synopsis

 

What if it wasn't so easy to steal cars anymore. What if... it was exciting.

 

Heat would only appear for stolen vehicles that are witnesses. It will be represented by a glowing yellow circle around your player icon. Would this get annoying? No. You just couldn't randomly steal whatever car you wanted anymore. Players will steal more in parking lots and alleyways, instead of in the middle of the street. It will feel more fun and dangerous.

 

• You will NOT get heat every time you steal a car, only when you steal it with multiple witnesses. (ex. In the middle of the bloody street!)

 

•Heat does NOT cause an immediate wanted level, but if a cop sees you, you will get a red radius. (Remember, cops won't be everywhere like GTA5.) This means you have to get to a Pay n Spray.

 

Now, here's where it gets interesting. The heat radius will INCREASE the longer you wait to take it to a Pay n' Spray. Why? Because that car's is being searched for. If you park a car with minimal heat in your safehouse, the heat bar will increase to it's maximum over night. The cops are still searching for it. Basically, driving that car is dangerous and stupid.

 

 

Police Raids

 

When you have a high wanted fine, the police will set up a raid outside your house (after you save your game). The cool part is they will not know where you are, only if you give yourself away of course. The cops will say "We know you're in there. Come out with your hands up." You'll feel like John Marston in Red Dead Redemption, awaiting your assassination. You have three choices, 1.) Give up 2.) sneak out the back door if you have one 3.) murder them all! You'll know its a raid. Police cars will surround your house, SWAT trucks, helicopter spotlights, caution tape, etc. You're going to pay for your crimes.

LSPD Databases *NEW

All of your crimes and warrants will be shown here, like GTAIV. The difference is, this time your crimes will be updated as you commit them. You can access the LSPD Database online or inside the police department's public computers. Yes, police departments will be open to the public. However, some areas within the building will be off limits.

 

Examples include:

Level 1 Sex Offender

(for peeing in public, exposing yourself, and searching for child porn ' a.k.a. beauty pageant' websites)

Robbery

Hit & Run

 

Warrents *NEW

 

Every time you escape a wantel level, you will create warrants (cash penalties). You do NOT have to pay off your bounty like in Red Dead Redemption and the police do NOT randomly search for you. Instead, when you are caught by the police, you'll just have to pay your fines. (You can have negative currency.) However, if you are not seen committing crimes, you will NOT be charged a warrenty.

 

This will cause players to think before they commit a crime. Again, you will not get charged for committing crimes the police do not see, even with stealing cars. Therefore, players can now use strategy to murder pedestrians in the park and avoid attention.

 

Prison & Jails

Intoduction:

 

What if the player was sent to jail for 10 missions? During these missions, your completely stripped of the outside world. You're in jail. No weapons, no cars, no freedom. Your safehouse is your cell, and if you don't go back to your cell at night, the guards beat you.

 

Notable features:

 

• You are stripped of all your weapons.

You can only use your fists and melee weapons. You can buy weapons from a supplier, like "Red" in the Shawshank Redemption, but you have to earn 'prison currency' by completing jobs on the inside. Once you earn enough, you can purchase 'custom made' weapons including: homemade knives, a screwdriver, brass knuckles and a hammer.

 

• You escape.

The most memorable missions of Grand Theft Auto - a prison escape. It would be the most intense and thrilling mission yet. Once you get out, the idea of an 'open world of freedom' will never be looked upon the same way. You'll know what it's like to be a criminal.

 

 

Map Example

 

Mission Examples:

 

 

A jail in GTA should allow for a variety of activities. There would be a courtyard, where you can lift weights to increase your muscle like San Andreas, a cafeteria, where you can increase your health,  etc. The bathrooms, showers, and library would all mostly serve as 'Easter-eggs'. Your cell would obviously serve as the savepoint.

 

Mission One: Food Fight

Setting: Cafeteria.

 

Albert sits down at a table. The others introduce him as the old man but Al keeps his cool. Another inmate, "Big E" busts his balls. Albert snickers back a sarcastic remark, and the other inmate loses it. He calls him out and forces Albert to fight. As if it were a caged fight, the other inmates create a circle around the two. They're all cheering; the cops are screaming. It's chaos. Big E charges with a dull knife and your forced to defend yourself. "Disarm your opponent, tap B to dodge then press Y or B to disarm." Albert disarms the other inmate and sends him to the infirmary. You win the fight, but not the war.

 

Mission Two: Bottles Up, Bottles Down

The warden calls you in. He takes away your cafeteria time. He says "You harm anyone else, there will be more consequences!" Now, your food will be served in your cell, and the cafeteria is locked off. As you walk out of his office, one of your new friends, "Blue," grabs you and pulls you off to the side. He's been around a long time, and has connections with just about everyone. He offers you a small job: help him steal liquor from the Warden's Office. Blue's got connections with one of the janitors, who provides a key to his office, but wants nothing else to do with it.

 

Mission Three: Scratch My Back

Setting: Courtyard

 

Outside in the courtyard, another inmate walks up to you and gives you two choices. He hands you a screwdriver and tells you to do him a favor. Otherwise, he says, he's going to get his boys and they're going to do it to you. You'll have a choice.

 

Kill The Inmate: If you kill the inmate, you'll get 'prison money' to buy other things, mostly weapons. However, the warden will take away the courtyard, and it will be locked off.  cool.gif

Don't Kill the Inmate: You'll get beaten up, but you'll get to keep the courtyard.

 

Mission Four: Make Love, Not War

 

"Big Earl," the inmate you sent to the infirmary is finally recovered. He ass is back and wants yours. This time, he's got some friends to help. I imagine this scene to be very similar to 'the Shawshank Redemption'. Big Early surprises you down in a secluded, quiet area. He brings five of his friends, and you have to fight them all to survive. The bad news is, there's no failing or repeating this mission. There's two possible conclusions. 1.) You go back to your cell and save the game. 2.) You get beat up, blacked out, and your butt hurts.

 

Mission Five: You've Got a Vistor

 

Cutscene with someone on the outside. Reminds you of freedom.

 

Mission Six: The Proposal

 

The cafeteria is now open. While having lunch, three other inmates discuss about "break out". It's not entirely Albert's plan, but he over hears it and wants in. Eventually, he takes over and plans everything out. This is his 'one shot'.

 

Mission Seven: ...

 

Mission Eight: ...

 

Mission Nine: Shoplifting

You steal guard uniforms/or regular clothes from the laundry room/locker room, which you wear underneath your prison uniform. The clothes are dark and hard to see, worst case scenario, you blend in as a guard and walk right out of there.

 

Mission Ten: The Great Escape

Not really sure how this one would play out... but it should definitely occur at night. I think the most epic break out would be 'stealthy.' Those search lights would surely be epic. No wanted Level. Clean get away.

 

Pedestrian Crimes

Notable Feature:

 

• All crimes made by pedestrian AI should be reportable, in which case you can call 911.

• Reporting crimes rewards you with money.

• The crimes should be realistic and rare. It has to happen once (or twice) in the game, otherwise it will feel repetitive and scripted. Other crimes would be more common than others.

• Calling 911 will notify the police and bring an officer to the scene.

 

 

List of possible crimes that can be committed by pedestrian AI:

• People fist-fighting in the park.

• Homeless men urinating in alleyways.

• Man stealing a woman's purse.

• Random car chases.

• Gangs jumping you, the player. (only in ghettos and other selected areas)

• Gangs jumping other pedestrians.

• Eddie Low inspired serial killer. (only at night; in secluded areas)

• Pedestrians spray paining the walls.

• Naked man running on the beach.

• Drug dealers, dealing on the street/alleyway

• Pedestrians smoking marijuana.

• Prostitution; Pedestrians picking up prostitutes.

You should be able to follow the pedestrians and prostitute to a given location, most likely, a secluded park. There, you'd be able to call the police or take matters into your own hands.

 

Stealing Cars: The Basics

Introduction:

 

Stealing cars should be a strategy. Players should be forced to think about where and when they want to steal their cars. Not only would this increase the thrill of stealing, but it would make the cars more personal. You worked hard to steal that Comet, now you value it more. GTA4 made it so easy! You could steal 100 Comets in an hour. What makes the first one so special?

 

Believe me guys, if Rockstar determined that this wasn't fun, they wouldn't implement it. But I can guarantee that thrill = fun. (aka difficulty = fun.) GTA4 was not as fun because it was so easy to do everything! Introduce a little strategy, and everything becomes entertaining! Manhunt (1) was so damn ENTERTAINING because it was the first Rockstar game to influence FEAR - the fear of dying. It was both terrifying (and awesome). Rockstar sort of needs to do this with GTA.

 

Way of Increasing difficulty:

 

• Hotwiring cars is something you should get faster with. Niko could do it in 3 seconds. It would make sense for a player to start out with 10-15 seconds, and gradually get faster as he progresses through the game, kind of like San Andreas.

• Car alarms should be more frequent. If you hear an alarm, you're heat should panic. Because it might take 15 seconds before you can even start the car. Imagine sitting there, trying to get it to start. The car alarm is blaring, your wanted level pops up. You have to get out of there fast. (It'd be the same feeling as robbing a store in GTA4)

• Stealing a car in the daytime should give heat, making it harder (not impossible) to steal cars in broad daylight. You'd have to race to a local Pay n' Spray.

• Sooner or later, players will learn to steal cars at night. (Either in vacant parking lots, people's drivesways, countryside, etc)

 

 

 

Stories from the Future

 

Oliver Sudden:

Wow - this new wanted system is awesome. I just got the game today. The first thing I did was try to steal this car in this grocery store parking lot. There was a woman in a shopping cart pushing her carriage. I waited for her to pass, then I smashed the window of the car and successfully hot-wired it. Easy as pie. I drove out of there thinking I was fine, but then a minute later I heard some computer voice say "Bait car - bait car - you are screwed - system shutting down." And then the car just stopped! Three seconds later... I immediately got a three star wanted level. Soon I was surrounded by ten cop cars. It was over.

Alright, so I had a four star wanted level. I was wanted for $5,000 so getting caught was not part of the plan. I must have stolen about 100 cars and killed a thousand people. I ran into a warehouse, but the cops were everywhere. I was getting nervous. All I had in the bank was about 8 grand. Everything was going fine until the cops threw a smoke grenade and I couldn't see anything. Then another. What the hell! I couldn't see sh*t. I was freaking out. I tried to run out the door, but this cop jumped out of nowhere and tackled me to the ground. I was busted. Now I lost all my weapons, have no money, and I gotta do a sh*tload of taxi missions.

 

Stan Still:

It was dark and I was bored. So I threw a rock at a police car. It was funny, but soon his siren's went off and I was like - oh sh*t. I got a one star wanted level - and the cop ran out of his car and started chasing me. WTF he was running fast! I was like - oh sh*t again - so then I started running too. I ran into this person's yard and the motion censor light's when off. I jumped over a fence - he was still chasing me. More lights went off. I was running for like five minutes - jumping over bushes, dodging corners, etc. etc. I even ran through this yard with the sprinklers on. He was still behind me, and then - my character started running slow. Oh sh*t - he tackled me to the ground. And now I'm busted. Figures... I threw a rock at the only black cop in the game.

 

Ivan Busted:

Wow GTA5 is awesome. I recently got the game yesterday, and listen to this... I was walking in the park and I pushed an old lady into the lake. A cop saw me and said, "Hey, don't do that!" He didn't really do anything, so I pushed him into the water. Haha it was hilarious, but it sucked because when he got out of the water.... Long story short, he started handcuffing me...but... if you press 'A' multiple times, you break free! You're still handcuffed but it was hilarious! I started running down the street and all I saw was this fat load behind me trying to catch up. But then.. I ran into dead end.

I'm a maniac. I've been playing the game for a week now, never been caught. In GTA4, I never got Busted. For awhile, I was pretty confident it wasn't going to happen. Anyway, one night I saved the game, but decided to play a little longer. After I saved, I heard a bullhorn yell from outside: "We have the place surrounded. Come out with your hands up." It caught me completely off guard. I didn't have a wanted level, so I walked outside thinking it was for someone else. Right when I stepped out of the house, I see police lights, a SWAT team, and about 20 police officers aiming their gun at me. There was nowhere I could run... but they weren't taking me alive. The same police officer yelled: "Don't move!" I took out my bazooka and fired it right at their SWAT truck. A huge flame of smoke arose from the ground, after a satisfying explosion. Shots fired. I ran back inside my house. They started coming in, so I picked off as many as I could before they got to me. Then smoke started coming in from the front door. I threw a grenade. After that, I didn't hear anything for awhile, but then another smoke grenade entered the door. After that... about 10 SWAT officers with shields starting charging me. There was nothing I could do. I was Busted.

I'd address the lions share of your 'ideas' except for the fact that I had to stop reading because the few I did read, have already been addressed by R* themselves.

 

The new star system DID indicate whether or not cops were CHASING you or LOOKING for you. Couldn't read it or figure that out? Not my problem.

 

Cops DID fire on you when fired upon for 1 and 2 star ratings, as a matter of fact I'm pretty sure that firing on a cop with a 1 star AUTOMATICALLY gave you another star. Hitting a cop with a bullet was an automatic 3 star.

 

Pretty sure they blew your tires out almost immediately if given reason too.

 

And if you didn't feel like the cops were ever really after you, or that you didn't have anything to lose well...again thats on YOU not R*. Did you ever get a 4+ star wanted level outside of the story missions? Did you ever try evading a 4+ star wanted level on foot, outside of 3 Leaf Clover? For that matter did you even play the game at all?

 

 

Edit- I have no problems with people coming up with fresh new ideas for the police system. It's annoying though, when people ask for sh*t thats in the game that came out 3 years ago.

Yeah it'll make fights with the law more difficult, but also more annoying too and less appealing. As the games are now I actually find it fun to fight the police, I don't want it to actually be something you'll want to avoid entirely because they can kick your ass so easily.

 

I kind of like the idea of a bait car, that actually sounds like a pretty neat idea. Although you said it'd only be done once, I wouldn't mind seeing it as just a rare occurrence in the game. It'd make stealing parked cars somewhat of a gamble. But everything else is either already in the game or doesn't really need to be done. Just speaking for myself though.

Just so I'm not being a complete dickhead here, I'll say that if Rockstar can make a similar improvement (like the one from GTA3 to GTA4) with regards to toning down the suicidal cops, I'll be happy.

 

Not knowing f*ckall about how much programming that takes, I'd imagine its quite a lot.

yeah i want like 6 cops to be beating the player up if you get into a scuffle because thats whats happening in real life today cops cant do anything by themselves it should be reflected in the game, nut punching too should be allowed like in saints row 3 and sparying mace as well

Firstly, not all cops use tasers. It should just happen once and awhile. Most of them will try to tackle you to the ground- kicking you to your death. When they do tackle you and restrain you, it will quickly say 'Busted'. If you're worried about time frames, remember when Niko throws his hands up in the air? Well, it would be almost as quick as that. Remember playing cops and robbers? You're friends would try and catch you to put you in jail. The rush was was in the running, not in the "trying not to get shot" part. In GTA4, you never ran from the police. They'd just shoot you if you stopped. Plus, they didn't even run! It was so easy to lose a 4 star wanted level. Cops were a joke.

Yeah sorry; I wasn't really clear. Tasers would only be used in One and Two Star Wanted Levels, but, if you shoot at them, they will obviously shoot back. That's what the police do. Tasers can only be used at close range. If you're running from a cop, usually they'll just chase you and beat you with their nightstick.

Now they can follow you, but you practically have to leave them get into posistion to start a chase. so i would like the game to limit the amount of police cars on the road. eg 3 stars = to 3 patrol cars giving chase, they would be tricky to shake and require skillfull driving ie not turinina a corner, im looking at you gta4 and/or raming or weapons to disable their cars, once the set number of cars are lost or destroyed, your stars grey out and another set of cop cars appear and you now must avoid them and just not cause any trouble until they lose you. (I want to limit the amount of cars and make them better and chasing you because in gta4 the majority of my chases end up with me driving past countless cop cars that just spawn ahead of me, with very few actullay giving chase.)

 

A few other fixes

Make the police actually try to get ahead of you when pursuing, in 4 they just stayed behind you.

Make the police able to pull off j turns etc, in gta4 they took forever to turn cars around or correct them

Better path finding driving etc, I reaaly want to feel like I have to really drive to shake the cars.

Stop the enforcers being used in car chases, the did nothing. use them only for roadblocks and when player is in a shootout.

Stop making the helicopter appear and reappear so fast!

Make the helicopter faster and harder to lose.

My opinion get rid of noose patriot/cruiser type cars, they were worse than normal police.

High speed pursuit vehicles, but only appear when player is in a high end car.

this is marginally off-topic, but if there were tazers or mace, what do you think about some peds having them?

 

say you bowl someone over, or knock the latte out of some priss's hands, and she turns around and tazes you or gives you a facefull of pepper spray then starts kicking you?

 

sure it would be annoying when it happened, but after it was done, you'd think it was cool, i bet. peds in IV would rarely pick a fight with you, and it was very rare that you'd run into a gang member who'd have a pistol. IMO tazers and/or mace would provide a good bridge between fists and pistols and give the game an opportunity for more 'random' ped violence.

Actually i like this idea, reminds me of III Era cops, when you disable the cars a new team is dispatched a short time later, long enough for you to hopefully get away.

 

 

I like the idea of the police having a certain distance they can see you from, (as shown in your HUD Grope)

 

My ideas.

Police chase you at a certain speed proportionate to your wanted level, similar to III Era.

SO if you have 1 star the police will not chase you very fast, and give up if you drive too fast since it is too risky to continue.

 

When the search Area is up and you can disband the cars following you at the proportionate speed you can hide within the search Area, in an alleyway and you will lose you wanted level. if not found for a little while.

 

Way less cops hanging around in General, so if you have two stars and there are two patrol cars looking for you, it should be pretty easy even on foot to escape them provided you stay out of sight of the police.

 

On 1 star there isn't even a search area, if on foot a cop will try and catch you and beat you to the ground before arresting you not this the bullsh*t that they have in GTA IV. If you can beat the up or out run them wanted level is gone.

 

Like you said Grope, if no-one is around for the crime (like your beating hobos on the beach) no police come.

Witnesses occasionally call the police if there are any, but it doesn't always happen, just on occasion usually people will just run.

 

That is about it.

 

Running from cops can be a little more thrilling say if it is an on foot parkour chase, but otherwise cops are a nuisance i could care less if its thrilling.

Here's my wanted system I made for a concept a while back.

Law Enforcement

 

There are no blips on the radar showing where the police are, but the wanted radius circle is still on the map.

 

If you hide long enough while still in the circle, you can lose the police. This only works under 2 stars.

 

The police only know your last known location and don't automatically know where you are like in previous GTAs.

 

Different areas have different consequences with the wanted level. Killing a police officer in the desert will not give you a star if no one saw you (which is likely if you're in the middle of nowhere). This also applies to other NPCs. Killing a police officer in the city however, will most likely result in a wanted level as there are a lot of people in the city.

 

Bribing is in. If you pull over for the pursuing police officer, he will approach you and a prompt will appear in the top left corner of your screen saying:

Press L1 to bribe officer.

This can only be done on 1 star.

 

You will not be busted until the police have cuffs on you. If the police grapple you, you are still able to fight back. If you can't get them off, they will eventually bust you.

 

The Wanted Levels:

The FIB want to kill you. Arrest is not an option anymore.

How it is obtained:

Killing a member of the National Guard.

Destroying a military vehicle.

Stealing a military vehicle.

Stealing a commercial plane.

Continued evasion of the law.

Forcing the Law into retreat (If you kill too many FIB and N.O.O.S.E members, they will retreat for reinforcements and you have 3 minutes before the National Guard arrives).

Reaction of the State:

The National Guard are now deployed.

Jet fighters are now in the air.

The bridges have been closed off.

All people have been told to stay indoors.

Each radio station is on emergency broadcast.

If you somehow kill too many members of the National Guard, they will retreat and you have another 3 minutes before ALL members of the law are out to kill you. You can't kill off these guys, you just have to escape.

I like GTA because there are so few consequences, because it means I can get away with things i'd get hanged for in real life. It means freedom. And frankly, sometimes it seems like some people want to take that freedom away, and replace it with real life consequences, gas pumping, and working at a dead end 9 to 5 job at 1 dollar an hour.

 

The ONLY and pay attention here, the ONLY game where traffic laws worked was Need For Speed Most Wanted. If I got busted, my car would get an impound strike and if it reached 3 or 4 or 5 strikes, i'd lose it. Thing is, they could never catch me. That's because my car was made of adamantium and bulletproof glass and practically had rockets for a nitrous system. I smashed through road blocks with no trouble and even not much of a speed loss. In that game, traffic violations are badges of honor.

 

GTA IV, on the other hand, would have me smashing out of my windshield if I were to attempt to even hit the roadblock. There are always a million cops surrounding me, ready to pounce if I merely sneeze the wrong way. But, I get away with breaking every traffic law in the book though, and I think that's great. Now you want to take that from me too? Why do you want me so constrained? Why do you want my virtual freedom too? Is it because freedom is unrealistic? I think that should be turned around; a blinking wanted level indicates that they don't know your exact location. The white/grey stars in IV are too similar to take notice of in a frantic escape.

What exactly do you mean? Would the circle be absent when you're in sight? I think the omni-present red circle in IV is just fine.

 

 

• Now, all police officers have indicated views (even when you're not wanted), similar to the computer game 'The Classroom'.

I really like that idea. Though it would have to compensate for buildings which might clutter and confuse things on the mini-map.

 

 

• Getting caught will make you lose all your weapons.

There should be a way to get those weapons back. Money isn't the problem; it's annoying and tedious to buy back everything you had. Weapons dealers should have an option for you to buy back your pre-arrest stash.

 

 

• Police now have tasers, which will make the player fall to the ground, similar to catching on fire (without the fire of course).

It would have to be a rare event. That would get very annoying very fast.

 

 

• Cops do not have backup.

...only for 1-star

 

• Officers tackle you to the ground to arrest you. You can tap ‘A’ to try to escape, but officers will then hit and kick you.

This should be a quick-time event mini-game -- similar to Just Cause 2 when you try to steal a police vehicle.

 

 

• Officers usually attempt to handcuff you. If you press ‘A’ before they arrest you, you can escape while handcuffed. You will not be able to use your hands.

I like this. You should have to hide and press a button to pick the lost. It should take a few seconds so you can't do it while being shot at.

 

 

• Officers shoot your tires (accurately) if you try to flee in a vehicle.

I think the random, rare tire shots are fine as is. It sounds good on paper, but it would be annoying to constantly get your tires shot out.

 

 

• If you’re already in a vehicle, you have 3 minutes to pull over your car. Otherwise you’ll get a two star wanted level.

I think a better idea would be a cumulative minute. If you get out of their line of site, the timer would stop until they start chasing you again.

 

 

• The army completely takes over.

• The tanks usually fire at you.

The Army is a bit weird and out of place. Enhanced FIB presence (elite NOoSE teams, etc. ) makes much more sense and makes for better police chases. Tanks are wildly ridiculous and should only be found parked at military bases.

 

During gun battles, police should yell things to citizens like 'get out of here' and I don't wanna accidentally shoot your ass, grandma!.

The nightstick would be for one star for the rest of the stars cops use guns, as it would make it more challenging image doing a mission your crash and you fly through the windshield your very far away from a car and you have a 2 star wanted level there is two police cars after you and there is no vehicle in sight,m you start running shortly after the cops catch up to you taser the f*ck out of you arrest you, you lose your weapons and the mission, gay as hell. Nice thread though.

Thats exactly what I want in this game regarding the Cops. I feel as tough if you commit a crime its OK for them to use Nightsticks or any secondary weapon for that matter like a Taser gun or something like that. Because I want the option to actually run from the Police in this game and not have to kill them because they shot me. Also when you get well known in the GTA gaming world for causing terror or killing people or what you have it, I think the Cops should know your name and it may be a little tedious but what if you had to run or getaway from the cops because he seen you and he noticed your face from a recent crime. Also in GTA V if they have a big heist or any big crime like the Bank Robbery on GTA IV, I want to be able to turn on the TV and see like a sketch of someone looking like me telling people Im wanted and more stuff
