What is it, that Liberty City's Portland and Shoreside Vale districts have real counterparts as the towns of Portland and Shoreside Valley?

I have recently found out that on the East Coast of the US there are towns named Portland and Shoreside Valley.

 

Are the areas of Liberty City with the same name a coincidence, or was it intended by Rockstar? What do you think?
