IV and VC. 

IV had that gloomy, dark, gritty atmosphere which I personally like, also it suits the game's theme and Niko's illegal immigrant angle. 

VC because it gives me Scarface type of feeling.

III:dark atmosphere, claude being silent helps it a lot. 

VC:Super Awesome 80s

SA:the atmosphere in the countryside is phenomenal. Making you feel like you are lost in nowhere. 

IV:dark atmosphere and for a weird reason the atmosphere makes me feel like 2004-05 not 2008+TBOGT and TLAD have an atmosphere which suits them. 

V:heavy Californian atmosphere

GTAIII. Florida and the 80s sucks, both in-game and in real life. No offense to those that live / enjoy it there, I have actually experienced staying in Miami.

With the noted exception of the soundtrack, which focused more on foreign music like Brit Pop, Italo Disco, Classical Opera, and whatever the hell Radio Del Mundo was playing, everything else in LCS actually feels like the last days of the 1990's, the era leading up to the New Millennium, the clothes are less glaringly dated than the 80's fashions of VC and VCS, but still kind of capture the local casual fashions worn at the Turn of the Millennium.

 

Liberty City in LCS is nowhere near as gloomy and dark as the city presented in GTA III, but I honestly think that is intentional. It's before the economic crashes, terrorist attacks, and general turmoil of the 2000's.

 

People complained about Liberty City Stories not emulating the late 90's in the way that Vice City emulated the 80's or San Andreas emulated the early 90's. I think LCS perfectly captured the late 90's, but in a much more subtle way. The atmosphere was less blatantly obvious, and more subtle.

 

Vice City and San Andreas were both awesome games, but they strived for their setting by saturating you in the pop culture of the 80s and early 90's. LCS took a more pedestrian approach in its presentation of 1998.

 

Vice City felt more like you were in a movie from 1986, while Liberty City Stories felt more like you were living everyday life in 1998.

 

The radio (or at least Chatterbox and the commericals) feel more like 1998-1999, in the sense that the topics discussed by Lazlow and the other guests felt like it was from the late 90's. The Internet was starting to become a facet of everyday life, but still had a sense of novelty and an aura of mystery to it. People were talking about the New Millennium and Y2K fast approaching. Segments like Breathing Life and that Wiccan who calls Lazlow on Chatterbox remind me of when New Age stuff was becoming trendy in the late 90's, at least where I lived at.

 

The only real issue was the music stations. Had R* optioned for more direct music from the late 1990's, (only Rise FM had any acutal 90's tracks, mostly from the club scene), it would have perfectly encapsulated the setting of the game, without saturating it with pop culture like Vice City's rendition of the 80's.

Rise FM had good tracks and recognized the tunes, but didn't fit Toni. I did like the parody of the boom of boy bands, Friends, and The Matrix.

I voted for VC but it's really close with 4. 

 

Both of these games absolutely nailed the atmosphere.

GTA IV has the best atmosphere. The game feels cold and dark yet surprisingly relaxing especially on those days where it feels like Autumn is here. Sometimes I pray for it to rain as that's when its true atmosphere comes out IMO.

 

Honourable mentions.

 

GTA III: Pretty much the GTA IV of its day. Personally I love its atmosphere as it laid down the foundation for some of R*'s grittier mid 2000s game like Manhunt and The Warriors.

 

Vice City: Always felt like the ultimate Scarface tribute. Just oozes 80s style. f*cking love it.

 

I think GTA V deserves a mention. No I haven't gone crazy so please hear me out. GTA V has an atmosphere I could best describe as feeling like when I go on a holiday. It's certainly not a bad thing. Some of my most immersive moments have been walking around in first person. It's amazing how much everything pops.

San Andreas. From the hot and dirty LS, creepy Back O' Beyond, cold San Fierro, the mysterious desert area to the bright, glitzy LV...it had it all. The brilliant music certainly helped a lot. 

 

VC is a close second. Stylish 80s with the awesome music.

Definitely SA, the different area are well, area. They are clearly different from each other.

 

GTA 5 is not bad, altough I didn't felt a big difference between the country side and the city.

 

In SA, even if the map is smaller, if I was like in mont chilliad, I could felt I was far from Los Santos, not like it was just next door.

I believe part of what you said is because of the draw distance in SA. 

In V you can literally see the Skyscrapers in LS from Mount Chiliad. In SA due to draw distance you can't see that far. However other than that there is still sth about SA that I don't understand. It just feels bigger compared to it's size and I don't know why.

My ranking would go...

 

1. IV

5. V

 

It's a matter of taste, but the grounded, cold and bleak atmosphere of IV's Liberty City wins. III is the most similar to IV in that aspect, but I'd not rank a twin next to each other.

1. VC (& VCS). The eighties. The music! the neons! the palm trees! Oh, why am I even talking about this.

2. SA (PS2 version, with the orange atmosphere). Pretty much the only reason I put it this high in the list is that orange sunset.

3. IV. The most Max Payne-like, noir, down to earth game in the series. And I like it.

4. GTA V. The story is debatable, but the environment itself is top-notch.

5. III. The atmosphere is alright, but at this point it feels just a tad bland.

SA - pretty damn close to III though.

VC.

5 - it's not really an atmosphere, it's just a world, that's relatively pretty.

IV. While I can name a few areas where IV did well, athmosphere is the one where it can't fall any lower. The sh*t-brown tint to everything is just horrible.

I enjoy the grey grim and near dystopia atmosphere, so naturally IV, III, and 2 are the medal winners. Would've ranked LCS higher, but that game didn't feel the same as III did. III is just in a different league as the others.

1 - GTA IV and EFLC : what can i say ? The music and the weather is highly linked to the atmosphere of the games , the city itself feels alive .

This has to be my top choice .

2 - GTA SA : the 90s atmosphere in here is really strong and it was thought out really well . Oh and also the lighting effects are marvelous (at least on the PS2) .

3 - GTA VC : the vibrant atmoshpere of the beloved 1980s is here and it feels really good . The radio also feels very realistic for the 80s . The city doesn't feel really alive though .

4 - GTA V : the atmosphere sure is good on here but not phenomenal and sometimes it just feels bland and generic . At least the weather and lighting effects are good .

5 - GTA VCS : Vice City Stories also looks and feels good , but not as vibrant as Vice City . The radio is really good though .

6 - GTA LCS : i personally don't like the atmosphere , even if i love the game itself . I know it is supposed to be gritty but it just turns out bland and not alive .

7 - GTA III : just like LCS , but even more generic . Don't get me wrong , the game is phenomenal and i get it was the first GTA in 3D but i don't really like the atmosphere .

8 - GTA CTW : it feels generic and not even the radio is really good . But at least it has a weather cycle .

9 - GTA London 1969 : the radio is incredible and realistic , but the rest isn't .

10 - GTA 2 : bland but at least the radio is sometimes good .

11 - GTA 1 : generic , bland and forgettable (but it is forgettable) .

12 - GTA Advance : the most generic of the bunch . I get that it was limited by the GBA's capabilities , but look at what Leeds could do with Max Payne Advance some time earlier ...

Grand Theft Auto III wins it for me. Dark, foggy, sleazy neon sex shops, derelict tower blocks, dangerous streets you can't walk down. This is also helped by amazing sound design, the echo effects in certain areas are terrifying, especially when a gang is running after you and you can hear them screaming and shouting.

IV is a very close runner-up, too. I think the map could have been a lot smaller and not been any worse for it, but as it stands, I love the brown hues, and just all the debris and trash on the streets. It looks like a rundown Hellhole, and just has so much character in every area - like that one part of the city where every street is named after a cult leader, or the ruined pier where the homeless have pretty much taken over the beach. That version of Liberty City was a creative triumph.
