GTA IV - EFLC Taxi bug

So i've been having problems lately with eflc as with regular gta 4, now the problem is that the game itself spawns more taxis and 1 variety of car, ie: Either Primo or Cavalcade. Take note that I have fixed this problem on the regular gta 4 BUT not on eflc. I used a script mod that would help the game spawn random cars, my gta 4 and EFLC is unmodded, and i sorta have a sh*tty pc but i really dont care just as long as i can play my game. I was hoping to find another script mod that would help gta eflc spawn random cars in traffic, common vehicles in traffic that is.... I have tried the following script mod and all have FAILED

Hmmm what else is there to say.... ah yes, all im asking for is a script mod. so please help me however u can

 

MY SPECS IF U MUST KNOW:

OS: Windows 7 32 bit (planning to go back on windows xp)

Nvidia 8400 gs 512 mb

1 Gig kingston ram (ya i know i need to have atleast 2gig ram for w7)

Amd Sempron le-1150 2.01 ghz

Asrock motherboard

 

this is my crappy specs.. i cant upgrade it yet til i get some money...

With 1GB RAM it's a wonder the game even works. The typical way GTAIV handles low RAM systems is to cut down on car variation so afaik there are no ways around it, apart upgrading of course.

Surprisingly, Yes the game works on my 1 gig rammed sh*t pc dont you know any scripts that will spawn random cars in vicinity??? thats how i bypassed that problem on GTA 4 not on EFLC though
