GTA X - Diving into the Police World

 

Note: I would like to state that I am a police clan leader, so most of these ideas are coming from a law enforcement mind, however I have altered my suggestions to prevent abuse. I understand that GTA is a game about crimes but there is more to the story and cops play a HUGE role in the game series. I have pre thought of these suggestions to be useable by any type of player without promoting abuse.

 

Note: I would like to hear your comments and ideas about this idea, and I hope that one day rockstar may view this and implement it into the next GTA in the series.

Backstory: Grand Theft Auto has been a game about crime, corruption, ruthlessness, etc. However what the players and the developers have to understand is that a great portion to the game is the police.

 

Including in that, lets take a trip down memory lane. GTA: Vice City. Ahhh, Vice City, the beaches, the women, the sun in your face and Tommy's Hawaii shirt. What could be better? I know, how about multiplayer? This is what players one said, "multiplayer! I want to play this with friends!". What do you know next, VC:MP is released. Players joined it. Now in the world of these multiplayer servers, many game modes include roleplay and cops n robbers. As a long time SA:MP player, I have realized that roleplay servers are more just heavy strict, realism based, role play Cops n Robbers. With SA:MP its just the same. Alot of the reason is because players find that now they can take on the role of that badass criminal OR they can put an end to those criminals by playing as your local law enforcement.

 

Its 2008, and GTA IV is released. Finally, multiplayer on the console for GTA. Great! What is a large growing statistic we saw? Law Enforcement Clans. Police clans for roleplaying as Law Enforcement. I happen to lead one. It is now 2011, 3 years since games release and we have seen a HUGE ammount of law enforcement clans, starting from all sides of law enforcement even up to military based.

 

Now, lets take a look at GTA neXt. This topic is about increasing sales and fanbase by adding in stuff for different audiences.

 

Lets take a look at the main 2 types of clans in the GTA world.

 

Clan A: The Gangs. These gangs are usually just competitive players trying to battle everyone for dominance in the online world of GTA.

 

Clan B: The police roleplaying clans. These clans are the clans that roleplay and act like police officers in multiplayer for fun. Police clans create private games and the players take turns playing as cops or criminals in games called "Patrols". The cops patrol the selected area and pull over criminals, there are shootouts and chases and it truly brings an interest with law enforcement.

 

Neither of these clans should lose out. With the neXt GTA, gangs should still be fine because assuming that there will be competitive gamemodes like FFA and TDM aswell as some of the other famous modes, there can still be the competitive playing without dropping us police enthusiasts in the dirt.

 

Now what about the average joe, non-clan just wanna have fun player? Well, in this thread I have added counters so that those can have fun and not be abused my a online world of clan v gang.

 

Now below this line, I will state features which I think should be apart of the neXt GTA. However I do believe that most of these ideas are for free mode multiplayer.

 

Skins

 

I believe, that the NeXt GTA should follow red dead redemptions outfitter system. I also believe that some of the skins should come from SP. GTA IV allowed us to customize, but on consoles we really didnt have much customization. The PC had decent. In red dead, we couldnt customize and played as different characters. I think it should follow red dead and allow us to play as other characters, such as the police characters, including SWAT based characters, FBI based, and if GTA NeXt has it, the military. Keep with allowing us to play as criminal characters and standard civilians, but to many of us, looking like law enforcement is just how we want things. Even if Im going to just kill a bunch of people, Id prefer to do it looking like SWAT or NOOSE.

 

In red dead, players could enter the outfitter, change character and mount and even their title, and back out with their new settings into the same game they were just in (Provided it had a slot for them). I believe it should follow this suite, so maybe during a patrol my officers could be patrolling and get a call about a hostage situation, therefore allowing them to back into the outfitter, switch to their NOOSE character, get back, grab handcuffs (Ill explain below) and their weapons/armor and be ready for the situation in a matter of a max of 5 minutes, where in current GTA, that would require at least 10 minutes. Plus someone would have to invite them back to the game I believe red deads entire system (Back button) for multiplayer was just sleek and efficient.

 

In addition to this idea, maybe players could "Press X to Toggle" on certain characters in which a hat may be toggled or on other characters it may have earrings or tatoos or chains or even alternate clothing (So there can still be a bit of uniqueness and you dont have to have one character that everyone else wears).

 

I also believe there should be suits for mafia and business like people, as well as more criminal clothing like baggy shirts, caps, shorts etc and other clothing so you can choose a character that looks like he may be part of the mafia or a gang. In GTA IV, the so called gank characters didnt also always look like a gang at some points (And you could never play as them in multiplayer). Basically just making sure you can play as what you wanna look like.

 

The Police HQ + Vehicles

 

I believe, there should be 1 station on the map that is basically the HQ for police. Maybe during single player a mission is to raid said HQ fighting through cops, retrieving evidence, and losing your wanted level. Basically, a realistic full police station you can enter, has cells (You can get into, cant lock but can still enter and doors will shut), desks, maybe an interrogation room etc. Realistic looking. In addition to this, there should be a police helicopter on the roof that you can go to. Now, maybe you have seen the parking lot just south of the north algonquin PD in GTA IV, but if you havent, the police HQ should have an underground parking area where there are a LARGE collection of police vehicles.

 

This lot should have many of the different vehicles law enforcement use. Vehicles ranging from the standard police cruisers to more SUV like trucks (Like GTA IV has the NOOSE Patriot). It should have the SWAT Van for SWAT teams plus the Police Stockade for transporting prisoners. It should also have some unmarked cars, much like the FIB buffalo. Vehicles that arent marked but still should have sirens so we arent honking like crazy kids to announce a pull over.

 

I also believe that sirens should be able to toggle wether they make sound or not, so we can have just lights, lights with sound, or off.

 

Now, in GTA IV we have seen that to enter a passenger seat of a vehicle, you HAD to be considered on the drivers "Team". And there must already be a driver. I propose that in the neXt GTA, you can enter ANYONES vehicle regardless of team, and that what seat you enter varies on your pressing. Assuming that entering a vehicle is done by pressing the 'Y' button or 'Triangle'. I think that if you just 'Tap' the enter button you will steal the vehicle regardless of team, however if you 'Hold' the enter button you will enter as a passenger in the closest passenger seat.

 

Now, I think the animations for aiming out of a vehicle should be improved. If you aim out of a vehicle as a passenger, your character should climb a bit out of the vehicle more rather then just sticking his arm out, however the driver should stay the same.

 

Police Weapons

 

Note: I believe these weapons should be able to be toggled on or off in the lobby menu to prevent abuse. Aswell as counters for in-game abuse counters.

 

I also believe these weapons should be ONLY available in Cops n Crooks and Free mode.

 

Tazer - I believe there should be a tazer, this should have a max of 10 shots max at one time and a decently long reload time. It will not be allowed in other competitive game modes so you cant taze random people and shoot or your own team to grief. It should have a pretty short range aswell, if it hits, the target should fall to the ground and shake a bit before standing back up, it shouldn't take health. To also counter from people tazing alot, theres the ability to turn these weapons off. If they are on and you dont want them, leave and find a game with them off.

 

Handcuff - I believe there should be a handcuff system.

 

********SPOILER********** In red dead, John ends up getting tied up in a mission by rope, in this mission you cannot use weapons or anything, you can only run with your hands behind your back to get to a friendly who will break you free. I believe this animation should be used and that the same system should follow. If you're cuffed you can run and get into vehicles (as passenger) but you cant use weapons till you break free. To counter abuse there should be 2 counters to get out. 1. If you get close to someone carrying a melee weapon, they should be able to press a button and break the cuffs off. 2. If you are cuffed, on the bottom of your screen some buttons should appear, you must be quick enough to press them before the next button logs. Once you have correctly pressed enough in time, you automatically will break free. Therefore people wont be able to just cuff you and leave you. Besides that they may try to kill you while cuffed, but you can still run so you can try and dodge the bullets. And in the end if you dont want this abuse, the option for police weapons can be turned off so you dont have to. You should only be able to carry 3 handcuffs. ****This is my favorite idea Ive ever created and this and the skins alone would make happy, but I am not just thinking of myself, but as the law enforcement enthusiasts.****

 

Hand tazer - This is a tazer like the other however you have to melee someone with it in your hand and it has the same effect. You have to be close enough for melee to to connect with your target, works just like the other tazer instead is just closer. This would only have maybe 5 tazes and then you need more 'ammo' for this.

 

Flashlight - With this equipped, it will basically give the same lighting effect as a flashlight. To make it work just aim with it and it'll produce light. If you carry a pistol in your hand as you stand over it, and press a button (Probably LB or L1) it will allow you to use it WITH your pistol slot, so when you aim your pistol you can also have the flashlight in the other hand being held under it so you can have the light flashing and still have a weapon to use. (You know how sometimes police enter buildings, right hand on the pistols trigger and the left hand under aiming a flashlight. Now it wouldnt be an attatchment to your pistol but rather a flashlight in the left hand being held directly under the gun, just like that) However, it should run out after awhile for battery time, therefore if you were to aim it for 5 minutes straight, it will run out and you'll have to pick up a new one. Now if you already have a flashlight but not attatched, if you stand over another and press LB or L1 with a pistol it will take your current one and attatch so you carry both.

 

Laser Sight - Much like the flashlight, if carrying a handgun, smg, assault rifle, or shotgun and pressing LB or L1 above this weapon, it attatches a laser sight attatchment to your gun. More shouldnt be said. This shouldn't ever run out.

 

Improved Police AI

 

The police AI need improvement. Police should focus on arresting more than they do shooting at lower wanted levels. Therefore one idea is much like red dead, if you have only fists out and dont move, the police will come in and cuff rather than shoot. Another idea was that if you dont fire by police while wanted they will aim at you and yell to you to put it down as the slowly approach. You should be able to put down (Explained more below).

 

The police should also try to be more tactical. Instead of just shooting out of cars at you and running you off the road all the time. Road blocks and spike strips should be set up in various locations (THAT YOU CANT SEE) so if you come across one, dodge quick or take the arrest.

 

Police also need improved driving. Even if your vehicle stops they ram it like its going out of style.

 

Now, I dont expect things like tickets and bribing and turning it into Mafia II necessarly, since GTA has been known to have retarded cops, but at least improve so they are worth actually dealing with. I can ignore cops and kill gangs and run away and not care cause they wont make a difference to me.

 

Misc

 

I believe people should be able to drop weapons at any time. I hate when I accidently pick up body armor or a weapon I DONT want but it has too much ammo to fire all out or I dont have the time or simply I dont want cops on me. Id rather not die either. Dropping weapons would be nice so I dont have to carry something I dont want.

 

[Police clan based]I think people should be able to surrender. Basically doing a hands up motion.This isnt necessarly a big deal but just nice for us police clans, as well as people who dontw ant trouble in free modes.

 

I believe there should be more customization to my game lobbies (Already has a great deal).

 

I believe there should be multi-way calling in-game. So I can talk to a few friends rather then 1 by 1 in game chat. Therefore maybe calling one, and then going back into phone book and pressing each name and pressing "Invite to call".

 

I also believe, that players should have a decision in how they hold the weapon. In GTA IV, you held your pistol and SMG down to the side, and your assault rifles and 2 handed weapons were rested infront of your body. I believe that there should be an ability to a more police/professional like holding style. I.E. If im holding a hand gun I should be able to hold it down with 2 hands infront of me in like a combat ready stance rather than just to my side, and same for larger 2 handed weapons.

Cops n Crooks

 

Assuming that CnC is coming back, I do believe that there should be an implmentation of some of these features. Such as if a cop cuffs a suspect they get more points than straight killing. I also believe crooks should have it harder to get to the getaway as most ways will be blocked so they will have to take longer routes making more intense matches.

Finale

 

So these are suggestions focusing from a police enthusiasts point of view. However I have taken into consideration many other play styles so noone is left out and it can be fun for everyone. I do understand GTA is about crime which is why these suggestions are mostly for free mode and multiplayer as in free mode, we can play as we wish and us police clans can go into private games and do this or in free mode have fun with random players with some of this new cool stuff.

 

I will often look back on this thread to see comments and reply to some. I will also update if we think of anything.

 

I hope you guys can keep this thread alive for me but not with alot of flame and trolling. Please if you have nothing nice to say, dont say it. If you disagree feel free to explain why, Id definatly understand criticism from someone who plays the game differently than I do.

Hi LCPFLeader, you have basically described a game called APB (All points Bulletin), where you can choose to be law enforcement or criminal, fully customizable skins for characters and vehicles, you can even customized cars a weapon bonus etc …. The law enforcement have non lethal takedown weapons such as tasers etc.. the game is fully facilitated for clans etc …

 

The game cost 100 million dollars to make, it lasted for 79days before shutting down, but was later purchased buy another company for 1 million I think, and is rebranded as APB –Reloaded.

 

My point being, why reinvent the wheel if it already exist?

 

From a single player point of view:

Personally I love GTA as a single player game, that is filled with interesting characters and a great story, having any multi-player function of any degree is an added bonus. I personally wouldn’t mind the protagonist being a shady cop like Leonardo dicaprio or matt damon characters in the departed (well one was a gangster that infiltrated the polices force and the other was an honest cope with misfortune background that infiltrated the gangsters group), but a large minority of players including myself likes to see the protagonist on the wrong side of the law.

 

From a multi player point of view:

I really don’t mind what role I play in multi player as I don’t really mind if I am playing counter terrorist or terrorist in counter strike etc … its really all the same thing. dozingoff.gif

 

You might want to try out APB –Reloaded some time whenever they release it, and don’t really have any objections to your ideas as long as they don’t interfere with the single player game, but I seen most of your ideas being implement in APB already.

APB =/= GTA

 

I've played APB before, and this is a bit different in style.

 

Keep in mind, GTA and APB are 2 DIFFERENT games. Just because the theme is the same doesn't make it the same.

Laser Sight - Much like the flashlight, if carrying a handgun, smg, assault rifle, or shotgun and pressing LB or L1 above this weapon, it attatches a laser sight attatchment to your gun. More shouldnt be said. This shouldn't ever run out.

 

Improved Police AI

 

The police AI need improvement. Police should focus on arresting more than they do shooting at lower wanted levels. Therefore one idea is much like red dead, if you have only fists out and dont move, the police will come in and cuff rather than shoot. Another idea was that if you dont fire by police while wanted they will aim at you and yell to you to put it down as the slowly approach. You should be able to put down (Explained more below).

 

The police should also try to be more tactical. Instead of just shooting out of cars at you and running you off the road all the time. Road blocks and spike strips should be set up in various locations (THAT YOU CANT SEE) so if you come across one, dodge quick or take the arrest.

 

Police also need improved driving. Even if your vehicle stops they ram it like its going out of style.

 

Now, I dont expect things like tickets and bribing and turning it into Mafia II necessarly, since GTA has been known to have retarded cops, but at least improve so they are worth actually dealing with. I can ignore cops and kill gangs and run away and not care cause they wont make a difference to me.

 

Misc

 

I believe people should be able to drop weapons at any time. I hate when I accidently pick up body armor or a weapon I DONT want but it has too much ammo to fire all out or I dont have the time or simply I dont want cops on me. Id rather not die either. Dropping weapons would be nice so I dont have to carry something I dont want.

 

[Police clan based]I think people should be able to surrender. Basically doing a hands up motion.This isnt necessarly a big deal but just nice for us police clans, as well as people who dontw ant trouble in free modes.

 

I believe there should be more customization to my game lobbies (Already has a great deal).

 

I believe there should be multi-way calling in-game. So I can talk to a few friends rather then 1 by 1 in game chat. Therefore maybe calling one, and then going back into phone book and pressing each name and pressing "Invite to call".

 

I also believe, that players should have a decision in how they hold the weapon. In GTA IV, you held your pistol and SMG down to the side, and your assault rifles and 2 handed weapons were rested infront of your body. I believe that there should be an ability to a more police/professional like holding style. I.E. If im holding a hand gun I should be able to hold it down with 2 hands infront of me in like a combat ready stance rather than just to my side, and same for larger 2 handed weapons.

Cops n Crooks

 

Assuming that CnC is coming back, I do believe that there should be an implmentation of some of these features. Such as if a cop cuffs a suspect they get more points than straight killing. I also believe crooks should have it harder to get to the getaway as most ways will be blocked so they will have to take longer routes making more intense matches.

So these are suggestions focusing from a police enthusiasts point of view. However I have taken into consideration many other play styles so noone is left out and it can be fun for everyone. I do understand GTA is about crime which is why these suggestions are mostly for free mode and multiplayer as in free mode, we can play as we wish and us police clans can go into private games and do this or in free mode have fun with random players with some of this new cool stuff.

 

I will often look back on this thread to see comments and reply to some. I will also update if we think of anything.

 

I hope you guys can keep this thread alive for me but not with alot of flame and trolling. Please if you have nothing nice to say, dont say it. If you disagree feel free to explain why, Id definatly understand criticism from someone who plays the game differently than I do.

Only reason I consider this for GTA, is for the fact of the growth of police activities with GTA since Vice City and that GTA always has that feel of it. Like it has the ability, just chooses over it.

Noone said single player, and if you read the damn thread, you'd see that it was optional, as in you'd need to select the options for any of the stuff.

You have some good ideas but your post is unnecessarily long. Nonetheless, I completely agree with you. The Wanted Level System needs to change. Not only that, but Rockstar needs to make their changes fun and natural.

It should be a choice in multiplayer. I really think they need to fix the 'Cops vs. Crooks' game in GTA5. It should be like Manhunt (the real life game). You can arrest people, bring them to jail, and other players can break them out.

An extension to Cops 'n' Crooks, you mean? Sounds good; there's plenty of opportunity for extended, epic games where the cops fortify a warehouse or something and wait for backup, and the crooks can storm the place like in that mission where Niko rescues Roman.

 

I think it could work in the game too. For instance, a criminal is sent to go "undercover" as a police officer. A Infernal Affairs/The Departed sort of scenario.

Ill go for broke, the police I thought were not as advanced as it could be the SWAT dont behave like real SWAT they should get out of the van and communicate realistic dialogue not just random lines repeated every 5 seconds.

 

Tanks should make a return to the streets and would fit in an LA theme I think anyway.

Instead of just jumping in a police car and accessing the computer, I would like to go to the police station and "join" the department. Of course, a criminal and mass murderer being able to join a police department sounds ridiculous, but hey it's GTA! After visiting the police station, our protagonist will be able to dress in full police uniform and get into a police car and go on patrol, track down criminals, stop crimes, get in high-speed chases, etc.

I have my own police clan set up as well called LCPSA and we play our games in a team deathmatch cause of the more realistic side to it so you can't see the dot's of other players and such.

 

But I kinda have a feeling that they will put a little more effort into the police type style and better looking police cars and taking care of crimes a little more realistically. Well, we are just going have to wait.

It's about time R* started exploring more into the other side. All of the OPs original ideas are exactly what I want to see:

 

1) More variety of police vehicles

2) Actual uniforms/clothing for online avatar

3) Police-issue weapons

4) ENTERABLE POLICE STATIONS

How hard is it to implement a police uniform, FIB outfits, SWAT gear, and even detective suits into multiplayer as online avatar clothing?

Um, I don't understand how it would defeat the purpose of the game, especially if the cop was corrupt or a rookie that is forced into corruption or committing crimes. If it's a straight up cop that plays by the rules and does everything by the book, I would agree with you, but if the cop is into any sort of corruption or is forced (by a corrupt Sergeant or the Captain even) to commit crimes and break the law, I don't see how it would be much different. Perhaps it would not be to the same extent of the GTAs you know but it would probably be more stealth-like and trying to keep your identity from being revelaed otherwise you might lose your position. Who knows; that's for R* if they plan on exploring that path. Perhaps DLC confused.gif

 

No one can really be sure.

 

Now, if this was for multiplayer, I don't see how it could be a problem; after all multiplayer doesn't follow the storyline of singleplayer, allowing the player to be whoever they want, whether legit or illict. As I've said before, the ideas presented open up many more possibilities to the franchise. Not only that but police clans are in the 1,000 easy. If people like to roleplay as police (like Cops N' Robbers Servers for VC:MP and SA:MP) who's to say they can't? Certainly not you! That's for sure. So YOU don't want to play as a cop. That's great; run along and don't ming this thread then, it's clearly not for you!!!

I also sent them an e-mail stating the same exact thing. When the DLC for GTA IV was announced, I was hoping that one of the DLC episodes would have us playing as a cop on the other side of the law trying to stop Niko and friends.
