Are these shapes normal in GTA IV?

When I'm playing GTA IV, I get these wierd and a bit ugly looking shapes and patterns here and there, mostly on cars and also on some shadows. I have a brand new Gigabyte GTX460 1 GB o.c. and the game runs fine with 35-45 FPS. I want to just check if this is normal or not, are other players experiencing the same and can I affect this changing some settings, either in-game or Nvidia control panel etc. My ingame settings are:

 

Video mode: 1920 x 1080 (60 Hz)

Aspect ratio: auto

Texture quality: High

Reflection res.: Very high

Water quality: Very high

Shadow quality: High

Night shadows: High

texture filtering quality: Anisotropic x16

View distance: 45

Detail distance: 100

Vehicle density: 100

Definition: On

Vsync: On

But turning off definition helps a bit,so try that.

Spreading some vaseline on the screen could also help but it's nor recommendable doing so, is it?

Exactly, definition off looks like balls.
