The content creator is still in the BETA stage.

Soon we will be able to create missions, survivals & capture missions in GTA Online.

I don't think that will be a possibility. They probably use the editor and coding combined to make the missions. Plus you need animations for every cutscene, and mission without cutscenes is like a mission without objectives.

They can see the text " Mission Creator" but they can't create anything in it nor access it, cuz R* blocked it out. But this is going to GTA V disscussion. Let's keep it dyom, shall we ?

Second, did you try the following:

 

- Hell On Wheels (the best SCM mod for SA in my opinion);

- Great Theft Car (SA sequel);

- Cretacious Runner (dinosaur-themed mod)?

 

You may also like Frosted Winter for GTA III.

Off topic: I suggest you to try out Great Theft Car. It's amazing, it has new 49 missions, business system from VCS + gang war from SA, new features such as cover system etc, unused files from SA beta that are now used in Great Theft Car.

 

On-Topic: I've almost finished Different Paths, it should be released tomorrow or for two days. It contains 9 story missions, plus decisions it's over 22 missions. Final mission is in the progress.

edit: holy. sh*t. i was looking for Grand theft car all these years because i saw it in a video years ago. i checked the GTAF topic and it fits the description of the thing i was looking for.
