Questions about Ultimate Graphics Tweak

1) Will the Ultimate Graphics Tweak prevent me from playing GTA4 on multiplayer?

2) How do I install this on Patch 7? (never applied a mod before to the game) (All instructions I have found are for patches before patch 7)

3) On the ultimate graphics tweak they recommend an environmental mod tweak, would you recommend it, does it work for patch7, will it prevent me from playing multiplayer?
