Any full map editor?

I may have posted a similar topic a few years ago. Since it's been a long while, I thought to write about it here again.

 

Does anyone know any easy-to-use program for creating your own GTA cities? I'm interested in such a tool for Vice City and San Andreas (GTA 3 is too simple for me now ) I'm looking for a tool that uses the existing models, but allows me to make my own city with them. By placing roads, buildings, and other parts as I like.

 

However, I'm not looking for an editor that places models only. I'm looking for something that allows me to setup the entities as well. First of all the peds and vehicles on the street, so it won't be a ghost town. Then, adding my own safe houses and garages, weapons and parked vehicle spawns, and even spawn points for when you're busted / wasted in that area. Not sure if a map image can be auto-generated and auto-added to GTA by any editor.

 

Additionally, I'd like to build my own missions in this city too... but that's probably a separate thing. So yeah, the question is if any such editor exists, and if it can do all these things (including compiling the city and placing it in GTA easily).
