lil weasel
Your underwhelming us with information. This is an Old Game that might not use the computers resourses efficiently, especially if you have shared video memory. Are any other programs running, like in the background. (Update searches, indexing, etc.) Have you tried turning off the Frame Limiter. Reducing resolution settings. And... before people here begin investing a lot of time trying to fix a possible NO-FIX situation: How are you playing: 1. With the Original DVD in the Drive? 2. OR are you Using a 'backup' disc? 3. Are you Using a No-CD crack? 4. OR a Downloaded game from Direct2Drive, or SteamPower.com 5. If none of the above, where did you get your game? Please specify. • If you have installed mods, search or post a topic in the MODDING forum Answering these questions may help to identify the problem Edited December 8, 2010 by lil weasel
Girish
@lil weasel: His specs are in his signature. @LOLZpersonok: Make sure you've turned off the Frame Limiter. Are you using any mods? Are you running the game under any compatibility mode? Are your video drivers up-to-date?

Compatability Mode is NOT on. Video drivers are up to date.

I don't have the origional CD, because I ran it over with my desk chair and it broke. I have to use a NO-CD Crack. I got my game at EB Games. lil weasel
You will have to buy a new disc. There is no fix to be found here if you continue to use a No-CD crack. Replace the disc and play using an Original DVD, if the problem persists then come back for help.
Girish
The only mods I am using is 15 Vehicle mods. This could very well be the reason for your lag issues. The only option here is to reinstall the game. And for that, you're going to need the SA disc. I suggest you re-buy the game.
