I really hope they go with something a bit more imaginative than "GTA- <insert city here>". I know it's easier to grab peoples' attention, but I'm really hoping for a EFLC-ish caption. After playing through RDR and even L.A.N I am pretty confident the guys at North would have no trouble making a game world comparable or even bigger than SA. Noire, I don't see another GTA being set in Los Santos. At least not for a long time. I agree though, I highly doubt they'll use V.
