Slow running on GTA4?

ok, i know this has been done a million times, but i need some more personal help because i'm not some computer whiz, i can use a computer, i know some stuff about them but by no means a lot...

 

i have no idea what fps gta is running for me, but i only have 242MB resource usage, and all my settings down low. the game isn't really slow, is can be ok at times, but i'm one of those people where it has to be 100% smooth... and also when i get in a car it slows down... or when there's a lot going on. eg. it's good if i'm in my house, but if i go outside and it's busy... then the whole picture goes fuzzy/blurry, the shadows are quite pixelated... people are out of focus.. etc.

 

i downloaded patches 1,2,3,4 and 7. the first 4 do nothing for me except let me lower my resource usage even lower than i could before so i was using like 192/242... patch 7 stopped me being able to actually even load the game... like i went through installation and it removed the social club and everything, but then when i tried to start the game the social club log in popped up (but it was different to before i downloaded it, just a small box asking me to log on) and when i selected play offline OR logged on and clicked play, the disk would spin and then after about 10 seconds would say "an error has occured, please wait while windows finds a solution" then it said "gta4 has stopped working" and you could only select close program. i restarted the laptop and tried again. no help.

 

so what do i do? because i'm getting annoyed. i'm going to sell this game if it doesn't work tomorrow... and i only got it today. at least i can get a profit on it.. but i'm really diappointed since i liked all the other GTA games and they came with no problems, especially SA.

 

ok so my computer is this

 

3gb RAM

vid card - ati radeon HD 2400 (have a feeling this is the problem???)

free space on C drive AFTER installation, 18gb... 43gb free before installation (eats it up or what!!!!)

dont know hard drive, but if that's drive D then 106 GB.

windows vista 32bit operating system

intel core 2 duo CPU at 1.83GHz processor

 

 

any help!!? i've now uninstalled the program for the THIRD time, this time out of frustration more than anything else since it doesn't help at all!

I don't think i can help. But i DO KNOW That Patch 7 Even made me go from 40 FPS To 33 ...

 

So youre not alone. I feel you now im on low/medium. I hope someone helps you out well

Both the card and the CPU are the problem. GTAIV performance doesn't scale well with settings.
