Girish
Try running the game in Windows 98 compatibility mode. Make sure there are no applications running in the background that may interfere with the game.
lil weasel
Also how are you playing the game: 1. With the Original DVD in the Drive? 2. OR are you Using a 'backup' disc? 3. Are you Using a No-CD program or crack? 4. OR a Downloaded game from Direct2Drive, or SteamPower.com 5. Other source? Please specify.

Girish
You're applying compatibility mode on the shortcut of gta_sa.exe, right? Also, have you tried updating your video drivers? That's important too.

lil weasel
By some chance, have you attempted to downgrade the game or installed or tried to install any Mods? Have you started the game by using the .exe in the Rockstar file as well as the shortcut? Edited November 30, 2010 by lil weasel
Girish
EDIT: No i was doing it on the .exe itself, but the shortcut does not have a compatibility option. That does not sound right. The exe file is not supposed to have the compatibility option, the shortcut is supposed to have it.

Ulenin
Ok so i create a shortcut of gta-sa.exe ITSELF and IT DOES have compatitbility, but steam won't allow it. a box pops telling me to turn it off
Girish
Please don't double post. Use the EDIT button if you wish to add anything to your previous post. Do a Windows search for "gta_sa.set". If such a file exists, delete it. As for compatibility, try running both the game and Steam in compatibility mode. Lets us know if it works then. lil weasel
Any chance you can get a refund from Steam and then buy the less expensive disc? The disc is only about 10,00$US on Amazon.com.

Girish
I'm beginning to think this is a Steam+SP3 related issue. Any chance that you could switch back to XP SP2?
