If you land in the water the weapons are NOT lost unless you go and get others. At the end of the mission they are all returned to CJ unless you pickup anything other than the mission supplied knife. Cop Wheels is fairly easy. If done in order. Must own Safe house just up the street from the hospital. 1. Hospital cop, ram and/or shoot. Then go to Safe house to change shirt. 2. Police Station just grab the cycle and use the jump to the freeway next to the small chapel. 3. steal a vehicle and drive to the retaining wall by the Hotel. Climb over the wall, shoot the Cop, take the cycle use the gap between the bridge just south of it to get onto the Freeway. 4. Just take the cycle from the cop doing the DUI test. There is a Bribe Star under the next bridge, use it or not, As soon as you board the Packer with that last cycle all stars go away. Done.
