need help

hi im looking for a map editor for EFLC TBOGT ive downloaded shadow mapper before but i couldnt work on it. i thougt it might be reason of only EFLC pack installed wihout any pre GTA4 installation. so i have no any idea about is the EFLC included the main gta 4 files which is neccesary for shadow mapper or not

 

i want to make some simple replacements like building , teleport rrows or a car spawn coppy one of them (no need any custom new models crafted by my own. it would be already exist models of current game.)

 

any suggest or knowledge for editor application or how to make thats possible
