Basics of modding

can someone please explain me how to get started on modding GTA IV? don't know if there are any "tutorial" topics out here...maybe make a sticky one on top here? cause it's not very convenient to find your way through all mods without any clear guide on how to install all the things

 

I just patched my game up to the last version (1.07 or sth) it's still vanilla, so I hope sbd can give me a small tutorial to the basic needs of modding

 

the one mod i'm particulary interested in is the "peds riot" mod ( http://www.gtaforums.com/index.php?showtop...85&hl=anarchist )

 

sorry if this question was stupid, but i think quite a lot of people are in desperate search of some extra fun to add to their games, but can't get started cause they miss out on the basics...
