Short version, yes.

 

The problem is, some modded cars mess up your savegame if you have parked modded vehicles somewhere. So you'll need to remove every faulty modded car from the parking lot, save the game and then remove the car from the game files.

The best approach to this without one shred of a doubt, is starting a fully new save game. Even if you haven't parked any cars on the parking spaces, you would get funny stuff as the interal id's of objects / cars /peds change. For instance sometimes the pigeons would turn into statues, on another instance (EFLC) I had the big yacht everywhere. Starting a new save game will clear those issue.
